MASHPEE ZONING BOARD OF APPEALS <br /> DECISION FOR A MODIFICATION OF SPECIAL PERMIT (SP-2017-35) <br /> Petitioner, The 73 Mercantile Way, LLC, Richard McCracken <br /> 73 Mercantile Way (Map 88 Parcel 94-0) <br /> Mashpee, MA 02649 <br /> SP-2020-05 (MODIFICATION) <br /> Additionally, there was a portion of the site that was paved under the previous permit that <br /> was granted. The entire area will be paved with the new construction for the additional <br /> building. This particular building will also accommodate the construction and utilization <br /> of a wash pad that recycles the water run-off, and allows for reuse of water. The building <br /> itself will conform to all the requirements relative to setbacks and lot coverage at 12.5% <br /> even with the additional building. <br /> Attorney Kirrane said that it does not require approval from Cape Cod Commission <br /> because it's a separate permit request, and there was sufficient time between the grant of <br /> the original permit and the second permit request. There are no Variance requests. <br /> The Board reviewed the Plan Review Draft Minutes and the original Special Permit. <br /> Attorney Kirrane said that the original Special Permit mentioned gravel parking, but the <br /> proposal is for pavement throughout the site, and no outside boat storage. <br /> Rick McCracken said that there is one change of the original.site plan. The rinse area was <br /> not a self-contained area. That will be removed and there will be a self-contained wash <br /> area. <br /> Sharon read the comments submitted by Charles Rowley, Consulting Engineer dated <br /> January 3, 2020, and the Board of Health comments. Scott read the Conservation <br /> Department comments into the record. <br /> Attorney Kirrane said there are no bathrooms in the proposed building; only in the existing <br /> building. <br /> Danny,with Down Cape Engineering went through the bullet points submitted by Charlie <br /> Rowley, and has no issues to conform to those requests. <br /> Roger Brooks, with Cape Wide explained the details of how a"Spillmagnet" works. It's a <br /> system that has an iron magnet attached to an iron grate for purposes of recycling water <br /> runoff from boat cleaning. It will be located in the back end of the building, and will have <br /> a concrete pad. The existing-rinse station will be removed. He said that Glen Harrington <br /> mentioned there should be signage installed as part of the original building permit. The <br /> sign was to state; no detergents to be used. The new system is much more sophisticated <br /> that will take any solids from the boats, and will be pumped through the system and spun <br /> out. The system removes any and all hazardous waste. The waste is tested, and is properly <br /> disposed of at either a recycling center or hazardous waste center. Roger received an email <br /> from Glen Harrington, and has no issues with the system. Roger also discussed the <br /> plumbing code requirements for the sanitary pipes as mentioned in Mr. Rowley's report. <br /> 2 <br />
