The Special <br /> Permit relief being sought is for the commercial development of a Jiffy Lube service <br /> station. Section 174-17 addresses the alteration and changes of a pre-existing,non- { <br /> conforming structure. {; � <br /> Attorney Kirrane stated that the new construction is an allow ed use under Section <br /> 174-25.F.3. for automotive repair service. ;. <br /> Mr. Joe Pandolfo, contractor,who will construct the building;Mr.Randy Huber of Rand <br /> Associates,who prepared the site plan; Mr. Jim Noyes,traffic engineering consultant; <br /> and Mr. Joseph Menendez, President of Cape Cod Ventures,Inc., also attended the <br /> meeting. <br /> 4U <br /> Attorney Kirrane referred to a large site plan and detailed landscape plan that were t; <br /> submitted to the Design Review Committee. Design Review has approved the design of <br /> the building and landscaping plans,with a few minor changes. Attorney Kirrane also <br /> referred to the traffic study that was submitted to the Board and the Building Department <br /> artment ;; <br /> well in advance of the meeting. <br /> Attorney Kirrane indicated that there will be 14 parking spaces. The build' <br /> p g p building will <br /> include three bays to service the vehicles, and an office and a waiting area. The queue '�.i , <br /> line will allow for easy access in.and out of the parking spaces Attorney Kirrane stated t F�� <br /> P g P Y � <br /> that the site improvement will also include substantial landscaping to further enhance the <br /> property. Attorney Kirrane informed the Board that potential spills or leaks will be ' , L <br /> contained in a large pit area in the building. Creating a berm beneath the bay doors will p "y <br /> control an spills occurring on the deck. This is drained into tight tanks y` , <br /> Y P g gh , greatly <br /> eliminating the possibility of contamination or threat by toxic or hazardous material to <br /> any groundwater supply or surface water body. The tanks will be pumped out <br /> r <br /> periodically. 01 <br /> Attorney Kirrane stated that the new use will conform to the 75-foot setback requirement ' <br /> and conforms to all the other rear and side setback requirements. The proposed <br /> w, <br /> construction will result in a substantial enhancement and improvement to the subject w ,� <br /> Attorney Kirrane also stated that the proposal will not create an adverse `¢ ' <br /> property. y p p se impact �� r <br /> on public safety or welfare. The building has been designed to avoid creating excessive <br /> demands on community services. Attorney Kirrane suggested that the proposal is <br /> compatible with the other uses in the area and a welcome addition to the business <br /> community of the Town of Mashpee.
