• February 27, 2015 <br />Page 4 <br />All roof runoff and storm water from the parking areas and the display area will be <br />collected in catch basis that will direct the runoff into a detention area at the rear of the <br />Lot. <br />The site will be landscaped in accordance with the landscape design plan prepared <br />by Andrew R. Garulay, RLA of Down Cape Engineering, Inc. The landscape design plan <br />specifies a total of 8 trees near the display area. The sides of the lot will be restored with <br />Bayberry and Maiden Grass on the north side and with Bayberry and Low Bush <br />Blueberry along the south. The front will have lawn with some islands of plants that will <br />provide summer color. The front foundation planting will have summer shrub color as <br />well as some evergreens. The retention basin at the rear of the property will be over <br />seeded with New England Erosion Control Seed Mix specifically designed for this <br />condition. Red Twig Dogwoods will be scattered in the bottom of the basin. In addition, <br />where the property line is open to the northwest abutter, 6'-8' Cedars are proposed to <br />close that gap and provide the 10' buffer that is required. The rest of the disturbed areas <br />• will be seeded with drought tolerant fescue grass. <br />The classic car sales business proposed by Mr. Carter takes into account the <br />character of Mashpee and will be operated in a tasteful manner appropriate for the area. <br />Mr. Carter will not use any flags, balloons, dancing wind puppets, spinning pinwheels, <br />pennants, streamers or spotlights or any other attention -grabbing amenities that are often <br />utilized by used car dealers as the proposed classic car business is fundamentally <br />different from a typical used car business. The only sign that Mr. Carter intends to have <br />is a tasteful sign at the front of the property adjacent to Commercial Street. <br />The business will be managed and run by Mr. Carter. Depending on how well the <br />business turns out to be, Mr. Carter may hire one or two employees. Mr. Carter <br />anticipates running the business with limited hours and by appointment, but Mr. Carter <br />wishes to preserve the right to run the business with typical hours, but not longer than <br />8:00 a.m. to 7:00 p.m. Monday through Saturday. <br />The classic cars that Mr. Carter intends to deal in are generally purchased by high <br />net worth individuals. Purchases of such cars are usually planned. Thus, the business will <br />have a low impact on the surrounding properties and on traffic because the clientele is <br />limited and the purchase is a "destination purchase," not an impulse purchase. <br />
