He stated that his office <br /> uses the standard tool of town wide density when assuming <br /> future population for any specific project. A report such as <br /> this should use standard planning criteria. In his opinion <br /> it seems unfair to criticize a report which used standard <br /> criteria. <br /> Tom responded that 3 persons per dwelling comes from the by <br /> law, and is required for calculations . standard density <br /> does not apply on the Cape because census figures rely on <br /> winter populations which is low for a seasonal average. r <br /> Tony explained that it is Town Council's opinion that the <br /> plan does not comply with current zoning, and therefore all <br /> the lots shown on the plan are undersized. <br /> Public Questions or Comments: <br /> Beth Moncro asked if Town Council had looked at the open <br /> space deed and had a decision been made? <br /> Tony stated that it appears to be his opinion' that the <br /> easement is on open space land, the applicant agrees that it <br /> is on open space land but states that it was reserved for <br /> future roadway development. It is Council 's opinion that <br /> the Town never formally granted the developers of Childs <br /> River East permission to develop a roadway over that. <br /> There is a correspondence from Town Council to Arthur <br /> DePaul, President of Paderborn Development.
