James Leonard made reference to the econormic.situation great depression, <br /> expressing concern that the proposed development under discussion may not be <br /> realistic. <br /> The Town Planner made reference to local zoning issues stating that he would <br /> like the opportunity to investigate Chapter 40-R more thoroughly. He "asked about the <br /> residential density per acre for East Steeple Street, as this is the type of information <br /> required and which could provide the flexibility the Applicant is requesting,.as well-as <br /> benefits to the Torn. <br /> In response N1r. Storrs stated that some of the questions and concerns that have <br /> been submitted can be very easily answered while others are much broader and-more <br /> complicated to answer. He suggested a common list be devised to-include those concerns <br /> raised by the PlanningBoard-and those of the Cape Cod Conunission which will become <br /> the scope of the Development elopment Agreement application. <br /> t this point there was general review and discussion of "Mashpee Planning <br /> Board-Cape Cod Commission Joint Discussion of 1 iashpee Commons Master Plan and <br /> Development Agreement". <br /> Mr. Storrs reported that the initial application has been filed with National <br /> Heritage. Primary open space surrounds Trout Pond and will be the proposed boundary <br /> as open space set aside for the area. <br /> The Town Planner noted that the existing line was made arbitrarily and that the <br /> Planning Board has not yet agreed to a boundary, which decision will be based upon <br /> National Heritage findings. This issue remains unresolved, the question being how far <br /> towards Trout Pond will development be allowed. <br /> The by-pass road connecting-Great Neck load South to Route-2 8 remains to be <br /> an option. The land surrounding Trout Pond will become a conservation area, and will <br /> remain as open space in perpetuity. <br /> Mr. Storrs stated that an updated traffic study gill be provided t the Planning <br /> Board. <br /> The Town Planner noted that thePlanning Board has the option to request an <br /> independent consultant review the.impact studies. <br /> James Leonard stated he is opposed to any changes that would prove to slow <br /> aa.f `ic on Route 28. <br /> I er nis Balzarini expressed concern regarding State allowances being a factor in <br /> Planning Board decisions. <br />
