With regard to density issues, Attorney McElhinney explained that this area has <br /> always been planned as a standard single-family homes layout. <br /> Reference-was then made to Mr. I owley's letter with regard to this matter. <br /> Mr. Rowley y stated there are a few basic concerns that can be addressed at the <br /> definitive stage and nothing to preclude the Planning Board from taking favorable action <br /> should they decide to do so. He suggested that Applicant consider making the habitat <br /> area a separate parcel in order to-be-incorporated into the willowbend open space i <br /> order to further protect-the-ar a; to which Applicant agreed. <br /> Dennis Bal arini suggested a golf cart easement be determined and shown on the <br /> plan;-to which Applicant agreed. <br /> The Town Planner suggested the Board deny this request as the proposal does not <br /> comply with current zoning and needs a Special Permit amendment in order to allow the <br /> lots; and subject to the Consulting Engineer's concerns. <br /> Both the Applicant and Planning Board were in agreement. <br /> The Chairman entertained a motion for denial with reason. <br /> MOTION: Dens Bal arini made a Motion to Deny for the following reasons: <br /> The Preliminary Plan being proposed in this matter does not comply with current zoning <br /> and will require an amendment to the Special Permit; and that.the Consulting Engineer's <br /> issues of concern.be satisfactonfly addressed; which Motion was duly seconded by James <br /> Leonard and so voted unanimously. <br /> Performance Guarantee <br /> Prime Properties—Kenneth Barters— Quashnet Valley Area C and 1 <br /> Spring Hill west Subdivision <br /> The Town Planner informed the Board that Mr. Mar ters was unable to be in <br /> attendance this evening and has requested that this matter be continued to a later date. <br /> Discussion Items <br /> Planning Board Authorized Signatures Form for filing with the Registry of Deeds <br /> and Land Court: Dennis Balzarini,, Thomas O'Hara, James Leonard, Joseph Mullin, A <br /> wickel,-and Mary waygan. <br /> Planning Board Mailings: It was agreed that inf rmnation packets would be <br /> mailed to Board Members on Thursday or Friday prior to the scheduled Planning Board <br /> Meeting in order to afford the Members time.for review, preparation-and/or the <br /> inspection of properties when warranted for the more complicated proposed projects. <br />
