At this point the Chairman returned and presided over the remainder of the <br /> meeting. <br /> Discussion—Continued <br /> Proposed Mashpee Commons Development Agreement <br /> Information Deeds and Process—Regional Policy Plan Vision Map <br /> The Chairman further-reportedthat everyone in attendance at tod.ay's meeting left <br /> vith a better understanding of the process. <br /> Dennis Bad arini reported that Mashpee Commons has requested the.boundary be <br /> changed, extended to include the Trout Pond parcel to be included as part of the <br /> Economic Center. <br /> The Town Planner reiterated that he feels if the boundary is changed, the Toy <br /> will loose out on mitigation, as the Town does-not have the same expertise or.legal <br /> standing as the Cape Cod Commission to require mitigation on a rational basis: The <br /> entire orange portion ofthe Vision Map would be.considered as the Economic Center <br /> with reference to.the proposed Development Agreement. The RPP would not-require a <br /> traffic study for-second and:third Boor levels. He suggested that the proposed area not b <br /> designated as-Economic Center in order to obtain mitigation for the Town. <br /> The Town Planner reported that Town Counsel has determined that the lead <br /> agency with reference to the Development Agreement process would be the Cape Cod <br /> Commission, with participation from the Planning Board to protect the interest of the <br /> Town. <br /> Dennis-Balzarini expressed concern that he feels the developer in this matter <br /> dominated the meeting under discussion;that he was under the impression that the <br /> meeting had been called in order to address those concerns of the Town as there were two <br /> Selectmen present, as well as the Town Administrator. The major concern appeared to b <br /> those boundary issues raised by the developer. <br /> The Chairman raised a question at the meeting and both the developer and the <br /> Cape Cod Commission agreed to project a number of the proposed arnount of second and <br /> third floor units and the equivalent dollar amount for Planning Board review and <br /> consideration with regard to mitigation issues. <br /> The Board agreed it is important,to define their goals and visions before <br /> establishing the proposed Development Agreement. <br /> The Town Planner stated the Cape Cod Commission is currently c nsidefing <br /> changing their current regulations which process could take a several rnor�ths. In the <br /> meanwhile, he feels.the Town should be concentrating on the Vision Map issue. <br /> 6 <br />
