Mr. Bowleg inquired about the location of the treatment plant being surrounded <br /> by protected land, asking if there is sufficient access to the land area outside the National <br /> Heritage boundaries. <br /> Mr. Storrs responded that he is totally confident, that there have already been <br /> conversations Frith National Heritage in this regard. <br /> MT. Rowley suggested that Trout Pond parcel be included to some extent within <br /> the Development Agreement. <br /> Mr. Storrs indicated his wish to review the bylaws with the Town Planner in order <br /> to identify technical variances. <br /> Dennis Bal arini expressed concern with potential issues of concern with a <br /> developer other than Mashpee Commons who will purchase-and develop certain portions <br /> of the project. <br /> Mr. Storrs acknowledged this to be a critical issue. The developer is making <br /> every attempt.to structure the Development.Agreement-much the same as the Mashpee <br /> Commons Special Permit. The street locations-and building footprints and building size <br /> will be sho rn on the plan along with a master use.table. Each time a building is <br /> developed, the developer is required to appear before the Planning Board for approval, <br /> and will conform to architectural guidelines as required by the Development Agreement, <br /> as well as review before the 1 iashpe Design review Committee. Safeguards will be set <br /> in place in order to ensure the approved plan will be developed. <br /> Mr. Storrs then agreed to inform the Planning Board of every staff`level meeting. <br /> with the Cape Cod Commission and to provide a written update (notes) of the discussion. <br /> Mr. Rowley suggested that both the Planning staff and Cape Cod Commission <br /> staff meet to discuss technical issues at the preliminary stage. <br /> Mr. Storrs agreed that meetings should be held at Mashpee Town Hall, and that <br /> grater resources, stormwater, and nitrogen reduction are very technical issues, as well a <br /> transportation. He suggested that a scope of services for the traffic study be approved by <br /> the Commission and Planning Board prior to advancing-the study. <br /> In conclusion Mr. Storrs stated he would provide,conceptual plans, and <br /> Commission staff minutes. He will notify the.Board of any further Commission meetings, <br /> either staff, subcommittee, or procedural. <br /> The Chairman suggested that the Town Planner request the Cape Cod <br /> Commission to notify the Town of any scheduled meetings in this-regard-so that the <br /> responsibility does not fall completely to Mr. Storrs. <br />
