pushing down against the two (2) feet of ground water. Most of the water flowing <br />• downhill from Shore Drive is not intercepted. <br />Mr. Bonvie asked; "Are you going to increase the peak flows of the drainage <br />system leaving the site and how will this affect abutter property?" <br />He also questioned the wall design, the type of fill that is against this wall and the <br />height of the fence on top of the wall? <br />Mr. Slavinsky said; "the lot coverage is slightly less than what is there now. <br />We're going to capture all water flows coming off the roof with a trench system. <br />The tank in the sole absorption system is a grade of 5111 and at the street it is <br />eight (8)". He said he is installing a "sheet -flow" drainage system along a grass <br />lawn area which is required under § 174-27.2. The highest spot with the fence on <br />top of the wall is 2 feet 7 inches. <br />Richard Morgan commented that the drawing submitted to the conservation <br />department does not show the base of the septic system or its location. It only <br />shows a three sided wall and does not show the height or the natural grade. <br />Mr. Slavinsky said that the wall on the drawing shows 9.8 feet at the highest point <br />for the septic system required by the Board of Health. The wall is less than three <br />(3) feet above grade on the ground and he is not required to have a pre -cast <br />concrete wall going all the way around the property, especially into the street <br />• which is 6 inches high. The drawing is showing a wall that's less than three (3) <br />feet high, and will be impervious. <br />Mr. Furbush commented that the house to the left of the proposed property has a <br />moat around it, with a beautiful rock wall which may have caused this water <br />problem. He believes that all the water is running off to the lowest point right in <br />front of the proposed house, the house across the street and onto Squaws Lane. <br />Mr. Furbush wants the following addressed: <br />-The height of wall in the front <br />-The height of the wall above the base of the foundation <br />-The height of the wall above the ground water. <br />Mr. Bonvie stated the following needs to be addressed: drainage soil calculations <br />before construction, during construction and after construction explaining the <br />flow of water and where it is flowing. <br />Mr. Blaisdell wants documentation addressed to the Board stating that what is <br />proposed will be less of a problem than exists today. <br />Mr. Slavinsky stated again he does not want to ask for any zoning relief <br />under§ 174-63 because that refers to FEMA saying that someone has built a house <br />is <br />that does not conform to the flood zone regulations. <br />
