It was agreed there -should be further discussion and <br /> clarification by the consulting Engineer. <br /> There was discussion regarding the waiver request o <br /> that information needed to incorporate lines into the GIS <br /> system. The regulation states this information must b <br /> provided within 1, 000 feet of cont-rol points . The surveyor <br /> makes this determination. <br /> The- - Board had no objection to the requeat for waiver <br /> regarding 1-inch scale. <br /> MOTION:: Dennis Bal arini made a. Motion to waive the <br /> following requirements : The North American Vertical Datum <br /> of 1 8; and a locus plan at a scale of 1" = Zo o. Said <br /> Motion was duly seconded by Steve Dolan and so voted <br /> unanimously. <br /> Board Items <br /> Expense voucher was signed. <br /> Review of Preliminary Draft charter for Town of <br /> Ma-shpee- - -The- -Town- P-anne,r_ a pla1n, d- the-Planning Board- <br /> wo ld remain elected with a term increase from three to <br /> five years, with no mention of an Associate Member. <br /> Public Hearing is scheduled for September 25th <br /> . <br /> There was discussion regarding the role of the <br /> Planning Board. The draft document is suggesting the Board <br /> provide proposed plans for the development of the Town to <br /> be submitted in writing on an annual basis at Town Meeting. <br /> There is mention of the Board' s authority to voice <br /> recommendations on zoning articles and to regulate <br /> subdivisions, there is no mention of .issuing special <br /> permits . <br /> Also, all Planning Board recommendations on zoning <br /> articles are required to be submitted in writing prior to <br /> Town Meeting for notification t voters along with the <br /> Tarrant (which conflicts with the statute) . <br /> Many concerns were raised with respect to the many <br /> conflicts with State statute, Town by-laws, and Planning <br /> Board procedure . <br />
