The draft document is suggesting the Board <br /> provide proposed plans for the development of the Town to <br /> be submitted in writing on an annual basis at Town Meeting. <br /> There is mention of the Board' s authority to voice <br /> recommendations on zoning articles and to regulate <br /> subdivisions, there is no mention of .issuing special <br /> permits . <br /> Also, all Planning Board recommendations on zoning <br /> articles are required to be submitted in writing prior to <br /> Town Meeting for notification t voters along with the <br /> Tarrant (which conflicts with the statute) . <br /> Many concerns were raised with respect to the many <br /> conflicts with State statute, Town by-laws, and Planning <br /> Board procedure . <br />
