MASHPEE ZONING BOARD OF APPEALS <br />SEPTEMBER2013 <br />MINUTES <br />Sitting on this hearing was Board Members, Bill Blaisdell, Jim Reiffarth and Associate <br />Members, Richard Jodka and Doming DeBarros. <br />Tom Feronti representing Mashpee Commons stated he is submitting a minor change under <br />the existing Special Permit (SP -86-04-024) as they are proposed. The particular building <br />is #31 shown on the 1986 master plan. This building will be located in the parking lot <br />behind I IA and 11B, which is Talbot's, Joseph A. Banks and Pottery Bam Kids. Tom <br />stated Design/Plan Review Committee approved the plans. <br />The proposal included spreadsheets explaining the square footage and allocation of <br />Building #31 relative to the approved total square footage and parking on the master plan. <br />Although they are removing some parking, there is still an excess of 68 parking spaces. <br />There's also an updated wastewater table showing a 10,000 gallon capacity remaining in <br />the wastewater treatment facility. <br />Under the original Special Permit, this two-story building depicted a retail component on <br />the first floor and five apartments on the second floor. The current plan is to design a two- <br />story building with retail on the first floor, and an office on the second floor instead of <br />residential on the second floor. There are currently 40 apartments in Mashpee Commons. <br />Building #31 is the last building before the "ring road" and the subsequent residential <br />. project. The building foot print is roughly the same at 5,000 square feet and the original <br />Special Permit is roughly 5,000 square feet per floor. The total height is 31 feet 6 inch. It <br />will have multiple materials of brick and hardy plank on the fagade and will fit with the <br />overall design of Mashpee Commons. <br />Bill Blaisdell asked Tom what would be considered a major modification under the Special <br />Permit. Tom stated a major modification would be changing the location of a building. <br />Tom stated the Plan/Design Review wanted to make sure the parking and signage are <br />sufficient. He stated they are building this on spec and since there are no tenants at this <br />time and is pre -mature to discuss signage. <br />Richard Jodka asked if there would be dedicated parking for this building. Tom Feronti <br />stated there is shared parking throughout Mashpee Commons and they do not dedicate <br />parking spaces for any tenants as stated in their lease requirements. There is signage <br />throughout the Commons for preferred parking, such as the "15 minute" parking in front <br />of the Post Office, and "take-out" space outside of Sienna's Restaurant. They do not police <br />or monitor the parking. Tom stated there is plenty of handy -cap parking distributed <br />throughout the Mashpee Commons regardless of where someone parks. <br />
