r <br /> Location: 71 Simons Road <br /> Request: Plan modification to split willowbend villa Garage N1 into two buildings. <br /> Requires vote that this item does not require a public hearing, and vote to approve <br /> modification) <br /> The Vice Chair read the request. Ryan Southworth stated than in order to address certain thresholds in <br /> the building code, Southworth has opted to turn the single volume structure into two by eliminating a <br /> small golf cart bay. Only three sides ofthe buildin' g would be visually affected by the change. The <br /> foot print has not changed but the overall volume of the single structure and pervious and impervious <br /> coverage-has changed. <br /> MOTION: Mr. Bal arini made a motion that the request did not meet the qualifications for a <br /> public hearing and that the Board could act on the item. Mr. Cummings seconded the motion. <br /> All voted unanimously. <br /> Mr. Fu' dala stated that the applicant was seeking a waiver from review and inspection fees for the <br /> project, though they had submitted the application fee, due to the need for lim' ite re iew. <br /> MOTION lair. Balzarini made a motion to waive a the preview and inspection fees. Mr. <br /> Cummings seconded the motion. All voted unanimously. <br /> Mr. Rowley inquired about the space between the two smallest buildings and the access to Simons <br /> Road. Mr. Southworth referenced golf cart bags -12 featuring a covered roof alleyway, avoiding <br /> direct turnout onto Simons Road. Project Manager Dennis Ding addressed the Board and confirmed <br /> that there would not be a separate access onto Simons toad but Mr. Rowley stated that the plan <br /> showed a curb cut. Mr. Ring corrected himself and Mr. Rowley expressed concern about the site <br /> distance of a golf cart pulling onto Simons Road and Mr. Ring stated that it was as depicted in the <br /> original plan. lair. Southworth stated that the intent of the original plan was to orient the garage doors <br /> so that the operator would have-to fully pull out of the garage and not be blind pulIing-into Simons <br /> Road. Mr. Rowley Arley expressed concern about visibility due to the building. The dice Chair inquired <br /> whether Mr. Rowley could offer a recommendation to improve the line-of sight and whether cautionary <br /> signage would be helpful. Mr. Rowley suggested that signage would be appropriate for both drivers <br /> and golfers and rec mmended that landscaping be low enough so as not to hide golf carts or to <br /> eliminate the opening and slide it over. fir. Southworth stated that landscaping had not yet been <br /> planned out and geed with Mr. Rowley. <br /> The vice Chair requested that, once the minutes were approved, a copy be seat to the project <br /> proponent to convey fir. Rowley's recommendations to improve the-safety of the area. Mr. Fudala <br /> inquired whether the area at the front of the garage along Simons Road could remain as grass_ Mr. <br /> Southworth suggested they would likely want low shrubbery against the building and Mr. Fudala <br /> suggested placing the shrubbery on the side of the building instead. MT. Southworth agreed to <br /> accommodate the Board by maintaining the area in question as grass. Mr. Rowley ley then showed Mr. <br /> Southworth on the plan specifically where shrubbery would be allowed and what would be maintained <br /> as a grassy area at the northwest corner of Bay Gl 1. Mr. Southworth stated that it would be no <br /> problem to accommodate safety-but noted that Willowbend.preferred to offer landscaping as part of <br /> their aesthetic. The Board's recommendation was modified to allow grass or flowers, no taller than 1 <br /> inches. <br />
