The
formal process requires the conduct of formal Public Hearings, review of the Design
Review Committee of which the Chairman is the Planning Board representative, and
there is a member of the Board of Selectmen who attends Planning Board meetings as
liaison. He.feels there has been no lack of'Information presented to the public.
The Chairnnan agreed with the Town Planner's suggestion to make plans available
on the Town website, as well as on paper in the Planning Department for anyone
interested in viewing them, in addition to providing information regarding the process
through the Iashpee Enterprise.
Mr. Storrs stated that upon formal application submitted to the Cape Cod
Conunission, announced, formal, public hearings will be scheduled with required notice
to the public will be conducted in 1 iashpee with Cape Cod Commission sub-committee
members and the Planning Board. After every meeting with the Planning Board thus far
the 1 lashpee Enterprise has contacted Mr. Storrs to verify information that is to be
presented in their article.
t this point the Chairman recognized..Phil I a cornbe, Cape Cod Commission,
who stated that upon formal process the record is open and available to the public the
moment the application is filed with the Commission to such time as a formal decision is
made: He anticipates more than one public hearing will be required in this matter due to
the complexity of the project. He agreed that it is time to move forward, and that public
comment is important.
It was agreed that the conceptual plans would be posted on the Town website; the
Chairman agreed to present them at Design Plan review. Diary waygan suggested
copies of the plans also be forwarded to the Board of Selectmen, Environmental
Oversight Committee, Zoning Board of Appeals, and to the Board of Health.
With all due respect, and to avoid any confusion, Mr. Storrs requested that he
attend the Design Review Committee meeting in order to present the plans, rather than
have them reviewcd in package form with no explanation. He suggested circulating the
Illustrative and Use Plans,
The Town Planner suggested that some topography information be provided on
the plans for the North Market portion of the project.
Mr. Storrs then informed the Board that a traffic scope has been submitted to both
the Planning Board and Cape Cod Commission based upon criteria outlined by the Cape
Cod Commission for traffic studies, prepared by Vanasse& Associates, Inc. (VAI).
There was some discussion regarding-the term of the development Agreement for
roadways. Mr. Cannon suggested a 1 -year horizon- the Town Planner suggested a o-
year longterm process; Mr. Storrs agreed that 20-years would be appropriate.
4
