Ir. Storrs agreed that the rotary area is a critical component of the traffic study,, <br /> stating that all of the previous-rotary studies will be reviewed and taken into <br /> consideration. And, yes, this is the only traffic study that will be conducted relative to <br /> this Development Agreement. There will be signaliation at the intersection of Route 28 <br /> and Steeple Street, as well as addressing-all potential routes around the rotary and final <br /> design-of the rotary. <br /> With regard to Institute of Transportation Engineers (ITE) requirements raised by <br /> the Town Planner, Mr. Cannon explained that the Cape Cod Commission looks to give <br /> credit to the right kind of development. what happens with the ITE is that traffic <br /> increases significantly as the anchor stores are established within a shopping center and <br /> then begins to flatten out. Customers are attracted to the large scale development with <br /> the larger stores and maintaining them with the smaller scale stores. The Cape Cod <br /> Commission has applied their methods to other lame scale developments they feel are <br /> being developed in the correct manner; there is a credit being awarded. <br /> Mr. Cannon suggested the Cape Cod Commission report back to the Planning <br /> Board to ensure agreement, as they have always allowed Mashpee Commons-a higher <br /> rate than the,ITE standard rate. <br /> Mary wa gan commented on the form based traffic calculation. Mr. Storrs <br /> assured her that the maximum development numbers being used. <br /> Mr. Rowley suggested that projected traffic for 2 01 o as presented in previous <br /> traffic study reports be revie red and compared with.current actual traffic n umbers' and i <br /> the projections are less than current, perhaps sortie adjustments should be made to the <br /> entire project. <br /> The Chairman interjected at this point suggesting that traffic count/information is <br /> best left to the traffic experts. It appears that Mashpee residents are mainly concerned <br /> with the flow of traffic through the rotary and primary roadways, Route 28 and Route <br /> 151.
