the vehicle. There is also a potential reduction-for vandalism towards the busses as
opposed to all busses-being parked at the same location .
Mary wa gan asked where the designated parking area is located.
Ms. Allen answered that some are parked at the Nigh School, and others are
parked at Otis Air Force Base, which restricts the times of entrance..
Dennis Blrinl inquired as to service contracts in the event of break-downs,
repairs that might.be needed.
Ms. Allen stated the mechanics "would not mind" coming to the driver's
residence in this situation.
t this point the Chairman recognized Evelyn Peters, Driver and Instructor, Stated
the Mashpee busses are not air brakes, they are hydraulic and do not make a loud noise.
The mechanics will go out-to where the bus is located for any necessary repair.
The Chairman shared some of the concerns that have been expressed including
diesel fumes, warm-up time, idling time, backing up in the.evening, occasional sporting
events, or outings that would require the bus to park later in the evening night,.a.snow
storm event complicating parking.
The Chairman also observed that a 40-ft. bus mould not fit in most driveways
with a standard front and side setback. He discouraged parking in the side yard beside
the building, against a neighbor's property line. He feels this would be unfair to an
abutter. He.would prefer parking in-front of the drivers home, rather than, the side line
set back, noting also that some developments have no buffer requirements.
After some discussion it was the general consensus ofthe Planning Beard t
recommend this matter to Town Meeting for Mashpee residents to vote.
Joseph Multin expressed his concern-in view ofthe fact that the Board of
Selectmen and Finance Committee have voted to not-recommended this proposed Article
for the Town Meeting warrant. He is not aware, however, of their reasons for lack of
support. He then suggested some legal issues and concerns including insurance and
liability matters. He requested information be provided ith reference to the insurance
policy covering the vehicles, as well as homeowner insurance coverage. His concerns
being for Town liability in the event of possible lawsuits, settlements, and judgments
connected to accidents en route. He also suggested that-this matter could possibly be a
union matter that would involve (employee)bargaining issues. Another technical issue
that needs clarification is that the proposed Article does not specify that drivers park at
heir residence, it is worded "...can be parked at any residence in Town". He suggested
the draft language should be re-worded as the language is vague as presented.
John Cotton agreed, further suggesting that certain specific days be limited and
clarified. He also suggested that perhaps a more convenient agreeable location for the
parking of busses be specified rather-than parking at the driver's residence.
