The road-actually begins-at Sandwich.Road and makcs.a loop. The Town Planner
noted that a small portion of the road.is actually located in Falmouth.
Mr. Rowley noted that the dimension at the end of the road is not shown on the
plan. It,can be computed; however the information has not been provided on the plan.
The.Chairman expressed concern for the Fire Department-apparatus, the
outriggers, stating a 1 -f . Wide road would not accommodate fire safety-equipment (the
tower). He inquired as to whether or not the Fire Department provided written comment.
The Town Planner responded that he had not received any-comment from the Fire
Department.
Although the Chairman was in agreement that improvements would be made as
result of the proposed road construction, it also presented other concerns and
complications such as the length of the road loop, not being able to accommodate the Fire
Department safety equipment,.and resident awareness of the one-way status.
In response to a question by the Chairinan as to whether or not Mr. Rowley has
seen the road in question, Mr. Rowley replied, I have not seen it, Tom, so I don't know.
I don't have anything that could be of value to you at this point".
The Chairman then asked Selectman Richardson for Board of Selectman
comments, and if the Board is aware of these issues of concern as is the Planning Board.
Selectman Richardson stated, "I think we were in favor of doing it, but I don't
recall a discussion along these lines. I guess I would recommend that you can't feel
comfortable going forward Mess you-can say that these three itcros of concern have been
addressed. He speculated that the DPW would have addressed these issues such as fire
and safety, but he could not say with certainty.
The Chairman voiced Planning Board concern that the Town is considering the
construction of a roadway where possible total and complete Fire Department access is
not being provided.
Mr. Rowley noted that he hasn't been able to determine from the plans provided
whether or not the a isting.pavement is located within the middle of the -f . layout.
MOTION: Dennis Balzarini made a Motion to not recommend the Torn road
taking in the matter of Horseshoe Bend way due to the number of unanswered questions
and concerns raised by Planning Board discussion and review; which Motion was duly
seconded by Joseph Mullin.
(The Planning Board official vote was not taken at this time as there was fur-thcr
Board discussion.)
