Mr. 1 al arini expressed interest in <br />knowing the long term feasibility of the project and suggested that all Board members identify the <br />areas they wish to have addressed for the project. Mr. Mullin recommended inviting the Town <br />Manager, as Chief Procurement Officer, to attend a fixture meeting to answer any questions_ Mr. <br />Fudala referenced the two Town examples in the packet, Town ofA ashpee Request for Qualifications <br />and the Request for Proposals, Development Impact Analyses for Mashpee Commons to review as <br />samples. 1W. Petersen questioned the possibility of identifying local consultants so that they are <br />accessible and available to attend local meetings. The Chair appreciated Mr. Petersen's point, adding <br />that the contract could include a cap far travel expenses. Mr. Rowley recommended that consultants <br />be asked if they have worked in other towns on Cape and whether a representative would be available <br />to attend hearings to respond to questions and concems. Mr. Petersen recommended viewing firms' <br />websites to gather background information- Mr. 11r u lin recommended mended consideration of the recent <br />executive order regarding the state procurement lawn that encourages solicitation of smaller businesses. <br />W. Fudala asked Mr. Mullin to forward a copy of the law. Mr. Fudala confirmed that RFPs have been <br />seat to available mailing addresses or adverfised in the Central Register. <br />Mr. Fudala confirmed that Board members have expressed interest inn seeping the services from <br />consultants in the following areas: land use, growth m nagernerrt, wildlife habitat, fiscal impact, <br />economic development, transportation, legal counsel and market yses. Mr. Balzarini questioned <br />mitigation funds that could be requested and Mr. Fudala responded that the Board would need to <br />develop an estimate. The Chair felt that the tax burden/tax benefit consultant may be able to provide <br />infon nation about a recommended estimate. Mr. I ooharian questioned the need for open space and <br />recreation and Mr_ Ba l arini recommended that the Board discuss their preferences at the next meeting. <br />Board members discussed bike paths and whether igation funds set aside for ransportabon could be <br />used for something lake bike paths. Mr. Fudala responded that permission to use th wfunds could be <br />attained from the Town Manager. The Chair questioned whether, in place of mitigation funds, the <br />developer could be asked to provide the construction of a bike path. Mr. Fudala stated that the <br />development is a I R.I .so there are mitigation calculations but bargaining is part of the agreement. <br />Ma., hp a Commons Development Agreement — M Methods Discussion <br />A meeting regarding the traffic projections occarred at MAdpee Commons on September 27.Nor. <br />Fudala reported that the traffic impacts on intersemons in the area were considered and noted that the <br />consultant was -treating the existing l ashpee Commons in its entirety as one shopping mall. Mr- <br />Fudala pointed out that the analyses would not be correct sine it is not a typical shopping mall and <br />that traffic travels between the pieces of Mashpee Commons on Rt, 151 and lit. 28. A matrix V/iII be <br />used to figure out the internal traffic so that they can propose a percentage of trips made between the <br />pieces of the project.
