Mr. Storrs described the changes that have been made to the East Steeple Sheet plan. Mr. Storrs First <br /> disamsed the 4-way intersection of Coil i i ial Suet with Donna"s Lane and highlighted the <br /> retirement facility location that faces Commercial Street with a west fading courtyard, adding that he <br /> created a smaller series of buildings on f t. 28 to reduce massing on the corner. Across from-the <br /> retirement facility, Mr. Storrs, who i in preli ary discussions with a developer, proposes an assisted <br /> living facility with dementia units. Enclosed gardens have been included in the design. In reference to <br /> the pinwheel and request for additional park area, Mr. Storrs described East and west Con ercial <br /> Street and its central green that will create the heart of the neighborhood. The commercial portion of <br /> the area will be focused on Fast Steeple Street, but the neighborhood softens toward Donna's Lane and <br /> townhouses or five works would be located nearest to the green. Mr. Storrs reported that single family <br /> homes have been eliminated and the massing at Donnas Lane and Rt. 2 has been decreased. Mr. <br /> Storrs felt-that the new-design offers.a better functioning plan. Mr. Bal arini questioned.the.presence <br /> of a traffic light at F. Steeple and Rt. 28 whih 11r. Storrs confirmed. Mr. Balzarini expressed concern <br /> about a traffic 1 iht being located at Great Deck road and Steeple Street and Mr. Storrs responded that <br /> light would be unnecessary. Mr. Balzarini questioned a structure located near the g . station, but it <br /> was confirmed that the structure had been included in the original plan but that parking and the <br /> -building were slightly modified. The Chair questioned whether the buildings had been pulled-in and <br /> Mr. Storrs confirmed that most buildings had been pulled.in to reflect frontage and set back. Mr. <br /> alarini questioned back entirances to the buildings on East Commercial Street and Mr. Marrs <br /> identified roadway access confirming that it would be 2-ways. Mr. I ooharian questioned the txa c <br /> flow and connection between East.Steeple Street`arid East Commercial Street and expressed concern <br /> about the awkwardness of#wing a lei from Fast Commercial onto East Steeple. Ilrir. Storrs discussed <br /> Fred Dent and recommended the website"Project for Public Spaces' as a resource for eliminating <br /> curbs and signals and allowing the freedom to move. It has been discovered that accidents are reduced <br /> and speeds reduced as a result of the wooenf"technique. Board members discussed their <br /> appreciation for quirkiness but wait to ensurethat sign ae or clarity is available so that drivers are not <br /> confused about their direction oftravel. Mr. Petersen questioned the availability of service entrances <br /> and support systems at the assisted living facility and expressed cone about employee pang and <br /> accessibility for emergency services. Mr. Petersen also expressed concern about the length of the <br /> hallways for visitors and suggested that a secondary entrance be considered. Mr. Storrs noted that the <br /> land would be sold to a developer with experience designing this type of facility and added that the <br /> building would be a good use for the community. Mr. F ni questioned the new office block and <br /> expressed interest that the buildings not become housing. Mr. Storrs noted that the plan represents his <br /> best guess but the end use would depend upon the market, adding that offices would be the best use. <br /> Mr. Kooharian questioned the availability of parking for the retirement facility and Mr. Storrs noted <br /> that it would be beneath the building. Mr. Kooharian also questioned whether travel on grove Street <br /> would aflow a left or right onto Donnas Lane and Mr. Storrs responded that it would. It was confirmed <br /> that East Fountain Street to Rt. 28 is a right in/fight out. The Chair expressed interest in having the <br /> new plans added to the website. Mr. Petersen mooned the existence of buffer lines on the plan and <br /> 11r. Storrs responded that the buffer conforms to the setbacks with the exception of the buildings at <br /> Fast Steeple Street. Mr. Storrs believes that the Fast Steeple Sit buildings should be located within <br /> the buffer zone in order to slow traffic and to benefit pedestrian traffic. Mr. Storrs discussed the <br /> challenge of distance between buildings and the need for pedeshian refuges and keeping buildings <br /> close to one another to rnairtain a feeling of co unity. The C sairma questioned improvements <br /> across Ott. 28 Frith buildings 32 and 33 and Mr. Storrs responded his wish to pull the buildings closer to <br /> t. 28 and-intent to rebuild the old Star Market building. Mr. Storrs discussed the wide turning radius <br /> and the need to discourage fast tm is and illegal tins with a narrower turning radius.
