Attorney Harsch explained that in his haste to prepare <br /> this proposed article for the May Town Meeting, he omitted <br /> the _oning p vi ions. <br /> Town counsel has advised that it is too l to to amend <br /> the proposed article. <br /> The Town Planner clarified that the provisions for the <br /> accepted locations of kennels is considered to be outside <br /> of the scope of the proposed article. certain ot-her <br /> aspects of the proposed article could- be amended on the <br /> Town Meeting floor. <br /> Attorney Harsch made reference to the definitions, <br /> providing some background and research information, and <br /> stating they are state of the art definitions- developed by <br /> animal control officers, as well as dog breeders in the <br /> state. This proposal could possibly be used as a model for <br /> a statewide definition of kennel licenses . <br /> With regard to kennel locations, Attorney Harsch is <br /> suggesting that the commercial kennels be limited to <br /> commercial zones and personal kennels to be located <br /> anywhere within the Town. <br /> Attorney Harsch explained that he is trying to <br /> discourage owners from feeling they have to "'hide" their <br /> dogs and not get them vaccinated against rabies . Rather <br /> than imposing a limit on the number of dogs-., he has <br /> attempted to mare the regulation such that everyone will be <br /> forthwith and honest about the number of dogs they own. <br /> The Assi-stant Town Planner clarified that according to <br /> the Board of Healt-h, the current bylaw states that more <br /> than three dogs are considered to be a kennel . <br /> There was some discussion regari.ing the number of dogs <br /> to be allowed by an owner and the number t-o be considered a <br /> kennel, as well as -the definition of a pack or collection <br /> of dogs . <br /> The Town Planner explained that this particular <br /> proposed article serves to provide a definition of enn'el,f <br /> for the Zoning Bylaw. <br /> 5 <br />
