Torn Quinn said that at the next meeting he intends to bring up the issue being short # <br /> one parking spot. He showed on plans where this parking spot gill,go and said that it <br /> will go on a gravel pad. He will.shoe Charlie the plans, Tom Fudala added -that this will <br /> change the site plans and that notice will have to be given to residents. Torn Quinn said <br /> that he would also like to change Building #9 from a 4,unit to a 3 unit building. He said <br /> he would make this change on the plans. <br /> Boch Center for the Performing Arts; Great Neck Road, South <br /> Torn Fudala provided draft made by attorneys for Boch center. He explained that this <br /> project would be exempt-for educational use and that it didn't have to meet Zoning <br /> regulations. He said the project will not need a special permit, rather a site plan review <br /> process. <br /> Attorney Laura Moynihan, representing the Boch Center, introduced T.K. Thompson, <br /> Chairman, and Dan Celine, Project Architect. -She said that it had been almost three <br /> years since this was originally presented before the Cape Cod Commission. She said <br /> they were seeking to obtain a building permit so-that they could being construction of <br /> Phase 1. she went on to explain the function and-facilities of the.Boch Center. <br /> She reiterated what Torn Fudala had just said regarding the Center's exempt status. <br /> The project would be subject to regulatory review from the Cape Cod Commission who <br /> can propose reasonable regulations. she said that there had been previous meetings <br /> with both.the Fire Department and Torn Fudala. <br /> Dan Celine.carve forward with detailed plans of Phase I and the future proposed plans <br /> of Phase 11. His presentation included a thorough review of all building facilities and <br /> functions, as well as explanation of landscaping, parking, entrances and exits, traffic <br /> flog, etc. He said that the Center will run off torn water and that there will be a waste <br /> water facility hooked up to Il ashpee Commons treatment facility. He talked about <br /> shuttle service from Mashpee High school and hoer this would work. Torn Fudala asked <br /> for confirmation that they had obtained permission from the high school. <br /> 1r. Celine also showed the progression of the Boch Center through the years with <br /> Phase IL He noted additional building, including an indoor theater which would seat <br /> goo, operating year round. Them would also be a breezeway connecting offices that <br /> would also be open year round. <br /> Attorney Moynihan continued with information on educational programs that would take <br /> plane at the Center, including celebrity performances. She said that there would be less <br /> than 10 full capacity Events per year. She went on to discuss several regulatory issues <br /> noted by the Cape Cod Commission. They noted that the Center was in close proximity <br /> to Trout Fawn and that seven acres.of open space must be purchased by the Boch <br /> Center. She said that the site distances meet national standards. She explained that the <br /> Center is required to monitor waste water flow for three years and report back regarding <br /> ticket sales, seats available and daily monitoring. Nitrogen loading issues were also <br /> mentioned. She said that they plan to reduce-nitro en loading down.-to zero impact. <br />
