*MINUTES CIP COMMITTEE 1-26-2022 APPROVED 2-2-2022*
Ms. Fisher went on to explain what the Sonde water quality equipment is for and suggested buying
one every other year to eventually have three owned by the Town. Currently the Town uses
equipment owned by the Tribe and maintained and calibrated by the Town. There is only one unit.
Woods Hole Oceanographic Institute uses the proposed equipment and has success with it.
Another advantage is they can be used in fresh or saltwater. Mr. Richardson asked if the Town
should purchase all three in one year, Mr. Gottlieb agreed, it was asked if the Tribe would
participate in using the new equipment and would they pay for some of it. Ms. Fisher stated that
they would need a memorandum of agreement between the Town and the Tribe if that were the
case. There were no more questions on this item.
Ashley Fisher continued with explaining the proposed Santuit Pond Study and Treatment. There
had been a report done several years ago with regard to Santuit Pond and how to improve the
pond's water quality. Dredging feasibility was addressed in the study and it was determined that it
would not fix the problem and that an alum treatment would be the most effective.
It was asked if the entire study and implementation would take place within one year to which the
DNR Director stated that just the permitting would take a year. Andrew Gottlieb stated that this is
not really a capital asset. It was suggested that it may have to be placed as a separate article at
Town Meeting similar to the recent Mashpee-Wakeby Pond project.
Chair Collins stated that he will look at all requests and figure out the funding sources: Free Cash,
Capital Stabilization, Community Preservation, etc. He further stated that we need to be sure that
deadlines for submissions are met and that the Committee needs to be careful about making
amendments as we go along, otherwise, where does it end?
Ms. DeBoer asked if once this treatment is done will it have to be done again? Conservation Agent
Andrew McManus responded it is usually done every seven to ten years.
• Fire -Total CIP Request $215,000
Department: Fire
Submitted by: Chief Thomas Rullo
Summary
Prior Funds
Project (Short Title) Appropriated FY2023
Fire
Purchase 2 Utility Vehicles 371 & 373 $ - $ 130,000
Replace SCBA Compressor and Fill $ - $ 85,000
Total Fire $ - $ 215,000
