14. The Final Site Plans shall include a construction mitigation plait that will address <br /> all aspects of construction mitigation, including, but not limited to: (i) site <br /> clearing; (ii) provisions that meet the prior approval of the Mashpee Fire <br /> Department and Mashpee Police Department for traffic flow and emergency <br /> vehicle ingress/egress along any partially constructed roads; (iii) stockpiling of <br /> materials; (iv) trucking routes that meet the prior approval of the Mashpee Police <br /> Department; (v) a concise construction mitigation and sequencing plan for Jobs <br /> Fishing Road; and (vi) erosion control plan. <br /> 15. Nothing herein may be construed as providing permission for a connection to a <br /> public water supply. No building permits shall be issued until the Applicant <br /> provides the Board with evidence that it possesses permission from the Mashpee <br /> Water District for a connection to the public water supply. Similarly, nothing <br /> herein may be construed as providing permission for an extension or connection <br /> to the Mashpee Commons sewer system. No building permits shall be issued <br /> until the Applicant provides the Board with evidence that it possesses permission <br /> from Mashpee Commons LP for a connection or extension to its wastewater <br /> treatment facility. <br /> 16. The Final Site Plans shall contain a final design of the drainage system that <br /> exhibits compliance with all applicable best management practices and any <br /> applicable StorniNvater Management Guidelines promulgated by the <br /> Commonwealth of Massachusetts, as well as reasonable requirements that may be <br /> imposed by the Board, in consultation with its engineer. The Massachusetts <br /> Stormwater Guidelines shall apply to the entire stormwater management system <br /> even if there are no wetland resource areas present. Additionally, a final <br /> operation and maintenance plan for the stormwater system for each phase shall be <br /> submitted along with the Final Site Plans, for the review and approval of the <br /> Board in consultation with the Board's engineer. <br /> 17. The proposed "shadow parking" must be clearly delineated on the Final Site <br /> Plans. Twelve months after the issuance of the last certificate of occupancy for <br /> the project, the Applicant shall provide the Board with a report,prepared by a <br /> qualified expert, as to the parking patterns for the project. Upon its review of the <br /> Report,the Board may, in its sole discretion, require that the Applicant construct <br /> the "shadow parking" spaces. If the Board determines that shadow parking <br /> spaces shall be constructed, then all such spaces shall be constructed. So as to <br /> ensure that it possesses the adequate rights to construct"shadow parking" spaces, <br /> the Applicant shall reserve an easement on any parcel that may contain such <br /> spaces. Such easement is subject to the board's prior approval such approval not <br /> be unreasonably withheld. <br /> 18. With respect to each of the Applicant's requests from local by-laws and <br /> regulations, the Board finds and decides as follows: <br /> final permit 12 <br />
