• Zoning Board of Appeals <br />Minutes <br />May 16, 2006 <br />Jobs & Whitings Residential Neighborhoods Affordable and Unit Plans: <br />With respect to Senior Patio Housing, it was noted the proposal is not <br />intended to be age restricted. It was amended to read: Seniors and Young <br />Singles Patio Housing. The housing is intended to be geared toward age <br />population and those with a strong spiritual connection to the church. <br />Discussion followed with respect to phasing and the four-phase scenario <br />as presented. It was noted that the plan reflects more diversity of units in a <br />logical and simplified manner. Phasing is intended to maintain a degree of <br />flexibility to reflect the desire of the ZBA board, market conditions and to <br />balance the number of units without overloading the infrastructure. <br />It was suggested that Phase I contain a "break" to the area south of <br />Homeyer Village. It was agreed to consider Phase I as Phase I and IA <br />respectively. <br />• As previously noted, a matrix will be presented to the committee prior to <br />the next scheduled meeting to breakdown each type of unit, and number of <br />affordable units proposed. <br />The committee agreed that a separate meeting might be required to review <br />the zoning ordinance and related waivers. The majority of the waivers' <br />shown as `B" are to be considered as "blanket" waivers. The letter "S" <br />denotes "specific" waivers. It was noted that two waivers, 174-9 and 174- <br />25 can be eliminated as they do not pertain to the district. The waivers are <br />highlighted in the listed sections for ease of distinction. <br />Tom Fudala, the Town Planner was in attendance and discussed matters <br />pertaining to the use of Colchester Lane as a connector road between Deer <br />Crossing and Mashpee Commons. <br />Mr. Fudala distributed information relative to the Local Comprehensive <br />Plan (LCP) adopted in 1998 regarding transportation. It was noted the <br />LCP was adopted by a vote of Town Meeting and it is the most current <br />plan in effect for the Town of Mashpee. The connector road of discussion <br />was previously referred to as Seapit Way. <br />Mr. Fudala voiced support towards multiple connections to alleviate traffic <br />from the main roads and the ease to travel to adjacent properties with these <br />• types of connection. Mr. Fudala indicated that Colchester Lane should be <br />a connector road in accordance with the LCP plan. <br />
