Accordingly, the <br /> jurisdictional requirements of 760 CMR 31.01(1)(c) have been satisfied for the <br /> primary development locus and will be satisfied for the access road upon the <br /> execution of a binding purchase and sale agreement.. <br /> 5. A public hearing timely commenced on December 13, 2006 and was continued, <br /> with good cause to the following dates: January 10, 2007, February 8, 2007, <br /> February 21, 2007, March 29, 2007, April 11, 2007 and May 15, 2007. On May <br /> 15, 2007, the hearing was closed. The hearing was closed'with the <br /> acknowledgement of the Applicant that further review of the project's stormwater <br /> system (and other infrastructure) would be necessary following the issuance of <br /> this decision. <br /> 6. The Board utilized the services of Special Counsel Jason Talerman and the <br /> engineering firm of Charles L. Rowley& Associates to assist in the review of the <br /> Application. Town officials, including but not limited to the Town Planner and <br /> the Chief and Deputy Chief of the Mashpee Fire Department also contributed a <br /> significant amount of information and analysis. <br /> 7. The Applicant was represented by Attorney Kevin Kirrane and the Applicant's <br /> principal Stephen Giatrelis was present at each session of the hearing. The <br /> Applicant was also represented by John Slavinsky of Cape & Islands Engineering <br /> and Laura Shufelt with respect to affordable housing issues. The Applicant's <br /> Architect is "The Martin Architectural Group." <br /> 8. Throughout the hearing, the Applicant responded to the Board's concerns by <br /> revising the plans and providing additional materials. Revisions included, but are <br /> not limited to the addition of the access road between the Project and Echo Road <br /> so as to provide a true second means of access. <br /> IL PROJECT AND PROPERTY DESCRIPTION <br /> 1. The project configuration is described in: the Application, the architectural plans <br /> and the various site plans of Cape & Islands Engineering. For the purposes of <br /> determining the project configuration approved by this decision, the Cape & <br /> Islands Engineer plans as revised through May 11, 2007 and entitled "Mashpee <br /> Woods—588 Main Street," shall be the plans of record and shall be hereinafter <br /> referred to as the "Plans." The Plans shall include architectural plans of the <br /> Martin Architectural Group as well as detailed specifications prepared by Michael <br /> Talbot& Associates, Inc. with respect to the bio-retention stormwater <br /> management facilities. <br /> 2. The Property is in the I-1 Zoning District and contains approximately 31.9 acres, <br /> not including the access-road to Echo Road.
