11 <br />Community Preservation Committee <br />Minutes <br />December 2, 2021 <br />Kimberly Conn <br />Application: Homeyer Village Roof Replacement: $168,084 <br />Kimberly Conn, Executive Director of the Mashpee Housing Authority discussed the need to <br />preserve affordable housing for the senior population residing at the Homeyer Village. <br />Preserving this development would enhance the character of the existing property which is <br />adjacent to the Town Library and Mashpee Commons. <br />The roofs at the Frank J. Homeyer Village are in need of replacement in order to preserve and <br />maintain the integrity of the building. Kyle Moore, Project Manager of the Southeast Regional <br />Capital Assistance Team indicated he conducted and inventory and discovered the asphalt roof <br />shingles and other system components were all original to the 1990 building. Conditions include <br />worn, brittle, curling and missing shingles and inadequate ventilation. Recent storm events have <br />caused damage to several interior ceilings. <br />The total estimated cost of the project is $168,084. This is a preliminary estimate and not a <br />design cost estimate. With the grant of CPA funding for roof repairs at the state -aided senior <br />development, the Mashpee Housing Authority would immediately notify DHCD to begin the <br />application process for additional funding. Notification of a CPA award would also leverage <br />grant funds. This includes the High Leverage Asset Preservation (HILAP) application for <br />funding and the LEAN audit to address the insulation and attic sealing. <br />To apply for HILAP grant funds, every dollar funded through a town supports a request for up to <br />$2.50 in matching leveraged funds. <br />Limited Mashpee Housing Authority funding is expected to be utilized to fund repairs to the <br />interior of the building. The Housing Director new to this position indicated she may apply for <br />funds to assist in the replacement of the windows original to the development to make the <br />building air tight. DHCD may provide capital funding for larger repairs. <br />The Mashpee Housing Authority has a limited preventative maintenance plan as operating funds <br />are subsidized by the rent collected by the elderly. <br />Application: Breezy Way Roofs, Siding & Windows: $264,893 <br />The Breezy Way project is similar to the Homeyer Roof Replacement project, but it includes the <br />siding and the windows. Several areas of siding are in disrepair and in need of total replacement, <br />and the windows are beyond repair of their useful life. The windows are not energy efficient and <br />some are inoperable. <br />
