Community Preservation Committee <br />Minutes <br />December 2, 2021 <br />Catherine Laurent <br />Application: Multi -Purpose Track & Field Stadium Renovation: $1,709,400 (continued) <br />It was noted the track dimensions are slightly modified, and the project would meet construction <br />standards. Testing is required to ensure compliance. <br />When asked if the project is specific with respect to CPA funds it was affirmed the costs <br />associated to the artificial turf field are anticipated to be funded locally through the Capital <br />Improvement Program (CIP). Annual maintenance of the facility would be absorbed within the <br />annual building and grounds expense budget. The DPW also performs testing under the general <br />maintenance program. <br />It is expected there would be public meetings and lobbying within the schools to garner support <br />of this project. The community has been very supportive over the years for recreational <br />improvements to schools and parks. The project has been fully endorsed by the School <br />Committee and District Administration. <br />Several CPC members offered comment with respect to this project. It was affirmed the track is <br />original to the school construction. Due to the condition of the track, it is limited to public use. <br />The fields are generally repaired during the summer months to help re-establish the natural turf. <br />Synthetic turf will allow for more use and alleviate the use of fertilizers and herbicides. <br />The Multi -Purpose Track & Field Stadium renovation project has been in queue as an essential <br />project within the CIP program. The project is included in the FY23-FY28 CIP program for <br />funding in FY23. Costs associated to the project have been reduced considerably. Approval <br />from the Community Preservation Committee would assist in the leveraging of the project in the <br />CIP program. Although the number of projects in the CIP Plan are not detailed it may be <br />possible to fund the CIP portion inside the tax levy. <br />With regards to site amenities, it was noted the water and the hydration station are included in <br />the CPC utilities budget. Stadium lighting and the conversion to LED is listed under CPC cost <br />projections. Energy efficient rebates would be applied for. Site amenities under the CIP would <br />include an added audio system. <br />It was disclosed the architectural budget is being funded by the DPW. The renderings at 50% <br />design may reveal an increase in costs at 75% design. <br />It was recommended the track be expanded from 6-lanes to 8-lanes to allow the Town of <br />Mashpee to be competitive in state competitions. If the track will be completely demolished, <br />why doesn't the Town do this right? It was noted that additional site amenities would be <br />required to be improved, and a larger track may create constraints to the tennis court areas. <br />
