Community Preservation Committee <br />Minutes <br />December 2, 2021 <br />Catherine Laurent <br />Application: Multi -Purpose Track & Field Stadium Renovation: $1,709,400 (continued) <br />The new multi -purpose track and field stadium would allow for community access, especially <br />during the summer months. The facility does not allow public access during school hours and <br />school use activities. When not in use, the facility is available for public use. A new facility <br />may create a demand for youth groups and rentals. Mashpee youth groups are not charged for <br />use of facilities, but costs may be incurred for field lighting and/or portable restrooms. There is <br />no third party or private entity considered as an additional funding source at this time. <br />When asked of additional funding sources it was disclosed that synthetic turf cannot be funded <br />through any alternate resource of the School Department in the State of Massachusetts. <br />Evan Lehrer <br />Application: Housing Production Plan Update: $25,000 <br />Evan Lehrer, the Town Planner was in attendance to review the application submitted by the <br />Mashpee Planning Board to support the update of the Town's Housing Production Plan (HPP) <br />The amount of CPA funding requested is $25,000. The total cost of the proposed project is <br />$50,000, <br />Correspondence was received from John Fulone, Chair of the Planning Board dated November <br />17, 2021 in support of this project. Mr. Lehrer indicated that an additional letter of support is <br />anticipated from the Town's Affordable Housing Committee. <br />It was explained the 2015 Housing Production Plan expired in 2020. Due to the lack of <br />availability of the most recent census figures the plan was not updated in a timely manner. The <br />plan lays out the framework to meet the Subsidized Housing Inventory mandate to maintain 10% <br />of the Town's housing stock as affordable. <br />The primary goal of this project is to update the HPP in consideration of the demographic shifts <br />over the past 10 years, changes in population, added housing stock since 2010 and vision work to <br />be conducted during Phase I of the Local Comprehensive Plan (LCP) that has not been updated <br />since 1998. <br />The document is intended to support "the creation, preservation, and support of community <br />housing" in consideration of existing conditions and future needs as well as community interests. <br />To offset costs, the Planning Department intends to submit an application to the Cape Cod <br />Commission to secure District Local Technical Assistance Funds (DLTA) in the amount of <br />$25,000. Applications for these funds are expected to be made available in early 2022. <br />
