Mr.Sweet seconded the motion. <br /> Vote: 7-0-0 <br /> Roll Call Vote: <br /> Mr.Weeden; yes <br /> Mr.O'Neill; yes <br /> Mr.Sweet; yes <br /> Mr.Colombo; yes <br /> Mr.Smith; yes <br /> Mr. Dalton; yes <br /> Ms. Zollo; no <br /> In favor,7; Opposed, 0; Abstentions, 0 <br /> • Discussion: Action Items for 12/13 Joint Selectboard's Meeting <br /> Agent asked the Commission for ideas for improving water quality in the Town of <br /> Mashpee. <br /> Agent said that wetland restoration can be done short term,as well as more <br /> signage/warnings posted at inland boat ramps to educate the public about invasive <br /> species. <br /> Mr.Smith said land acquisition and placing that land in conservation goes short term in <br /> protection/water quality. <br /> Mr.Sweet said pumping the existing septic systems abutting critical resource areas <br /> needs to toughen up. Mr.Smith said maybe there's money to offer assistance to help <br /> with the financial burden of pumping. Mr.Sweet also said building restrooms with a <br /> working septic system at boat rooms rather than boats dumping stuff where they <br /> shouldn't be. <br /> Mr.Colombo brought up the topic of temporary moratoriums on new construction. <br /> Mr.O'Neill said moratoriums aren't the answer. Sewering is. It's important to upgrade <br /> septics and improve water quality. Plants filter, floating wetlands, etc...ultimately the <br /> Town needs money to do that. Also education through mailings. It's important to be <br /> positive and remember that these septics were approved by the Town. Homeowners <br /> aren't criminals because the systems are failures. We should also look at payment plans <br /> for people. It all comes down to money.This is a national issue, it's not unique to Cape <br /> Cod. <br /> Mr.Colombo said he views moratoriums as a tool. It's a dire situation, they play a <br /> critical role. The environment is worth more than money. <br /> Assistant Agent said the Selectboard wants us to focus on our purview. <br /> Mr.Smith said without condemning or condoning moratoriums, put that and the money <br /> issue aside...perhaps there's a softer way to incentivize new development. <br /> Assistant Agent suggested a moratorium on new Title 5s. Any new development could <br /> be tied into a wastewater treatment plant. <br /> Agent said that's a possibility, it's not going to make things worse. All ideas are great so <br /> far. <br /> Ms. Zollo said maybe buffers for everyone with neighbors, or with restricting how much <br /> clearing/cutting of trees. We should be aware of projects going on. Also, she created a <br /> list of groups that do land conservation within Mashpee. We fall into a lot of different <br /> groups/zones. They all have different missions. They can help shape how we look at <br /> acquiring land. <br /> Mr.Weeden said we talk about The Town. This is why The Tribe sued The Town in the <br /> 70's. We knew our waterways will get to the point that they are at today. Money is a hard <br /> pill to swallow too. We have millions that don't get used every year. Our waterways are <br /> some of the poorest quality in the Commonwealth.We've talked about the docks and <br /> shellfish and implementing the fees. We should revisit shellfish mitigation.
