Mashpee Zoning <br /> Board of Appeals Minutes <br /> 3 Public Hearing <br /> March 10, 2004 <br /> family dwellings located in a C-2 and R-5 zoning district at 334 Main Street (Route 130) <br /> (Map 36 Parcel 47) Mashpee, MA. Owner: SM Realty Trust , John and Gaile McShane <br /> Trustees <br /> Sitting: Robert Nelson, Marshall Brem and Frederick Borgeson. <br /> Present for another hearing on the this Chapter 40B matter is Charles Rowley, Town <br /> Consulting Engineer, John McShane, Matt Teague, Nathan Kelley, Justin Lanoureux, and <br /> Steven Hayes, Architect. Matt Teague presents the outline of the evening's discussions. <br /> They begin with: <br /> Pro Forma: The attached form goes into detail about what the market rate homes will <br /> cost vs. the affordable and the moderate home. Mr. Teague also discussed the roadway <br /> and how it works in between the residential portion of this project and the commercial <br /> portion that is not before the Board at this time. The Board is concerned that one cannot <br /> be looked at without the other. The total actual roadway is 1,320 linear feet. It will <br /> consist of 20 feet wide of paved area plus berms. The Commercial aspect will be <br /> responsible for 20% of the cost where the residential portion will pay 80%. It breaks <br /> down to about $245 per linear foot and will be built to town specifications. There is a <br /> discussion of a major road vs. a minor road. Mr. Nelson discusses the need for an <br /> overlay since it is difficult to separate the commercial to the residential. The new set of <br /> plans submitted show the overlay. The Board is happy with the way the cul de sac is <br /> layed out. Mr. Teague informs the Board they are meeting again with Sheldon Hamblin, <br /> Deputy Fire Chief to discuss the turn around and the width. They have no plans to go <br /> through to Meetinghouse Road. Mr. Nelson believes the River's Act will apply and the <br /> need will arise to get through Conservation. At this point,Nate Kelley a Land Use <br /> Planner and Justin Lanoureux of Horsley Witten Group address the Board regarding more <br /> specifics of the new plans. Mr. Kelley informs the Board that only perennial streams are <br /> involved in the Rivers Act and this body of water in question is not a perennial stream. <br /> The Board tells Mr. Kelley that Mr. Sherman must be in agreement with this. The Board <br /> would like the wetland areas flagged per Russ Wheeler and the property lines have been <br /> used as boundary lines. Mr. Nelson reads the memo from the Board of Health into the <br /> record. The memo from Greg Taylor, DPW is also read into the record. Mr. Rowley <br /> addresses the applicant and the Board with information they have gone over in great <br />
