Mashpee Zoning <br /> Board of Appeals Minutes <br /> 4 February 25, 2004 <br /> discuss all of these items. The Board discusses a 25-foot radius however our by-laws <br /> require 35 feet. This will make a large paving lane and that is not good. The Fire <br /> Department really needs to comment on the size of the turn around for the trucks. Mr. <br /> Claytor feels 25 feet is ok, but 35 feet is big. They will defer this to the Fire Department. <br /> Mr.Nelson would also like to see the roadway easement layed out as a road but not be <br /> required to be built at the present time. Mr. Talerman discusses with the Board what they <br /> should look at as important and what can be conditioned after the permit is issued. There <br /> is a very detailed discussion between the engineers, the Board, Mr. Talerman and Mr. <br /> Kirrane. The new median income is about$61,000 at this time so the affordable houses <br /> would need income of no more than 80% of that. Mr. Kirrane would like to see this on <br /> the agenda if possible at the next meeting to move this along for his client. Mr. Nelson <br /> wants all of Mr. Rowley's questions addressed as well as items to be addressed one at a <br /> time to get through everything. It is agreed March 10, 2004 will be the next time to meet <br /> to address these issues. Mr. Rowley will meet with Mr. Claytor and report back to the <br /> Board with a clearer understanding of what still lays in a questionable state. The Board <br /> discusses the fact there will be members absent due to vacations planned. They will <br /> assign different members if need be by the Rule of Necessity. <br /> Dennis and Sylvia Neighbors: Request a Special Permit from Section 174-25 A.8 of the <br /> Zoning By-Laws in order to build an accessory structure on property located in an R-3 <br /> zoning district at 27 Quaker Run Road (Map 83 Parcel 9) Mashpee, MA. <br /> Sitting: Zella Elizenberry, James Regan and Robert Nelson. <br /> Eric Lubrano represents the petitioners at this hearing. He informs the Board that upon <br /> commencing with some alterations on the house in questions, they came upon an <br /> accessory structure they would like to legalize and use as and apartment,thus the need for <br /> a special permit. Russ Wheeler would like an inspection done upon completion of the <br /> work. Board of Health has signed off on the apartment for septic approval. Mr. Nelson <br /> moves to grant a Special Permit. Zella Elizenberry seconds the motion. All agree. So <br /> moved. <br /> Alan J. Brenner: Requests a Variance from Section 174-31 of the Zoning By-Laws to <br /> seek relief from the front setback requirement and lot coverage requirement on property <br /> located in an R-3 zoning district at 95 Popponesset Island Road (Map 112 Parcel 31) <br /> Mashpee, MA. <br /> Sitting: Robert Nelson, Marshall Brem and James Regan. <br /> Michael Grotzke of The Phoenix Group represents petitioner for this hearing. They are <br /> seeking a variance in order to build a garage and enlarge the entry area to the family <br /> room. This will also increase the lot coverage. Due to the placement of the house, they <br /> need relief from the front yard setback requirements because this is the only place the <br /> garage can be put. Other homes have done this in the area as well. The Board informs <br /> Mr. Grotcke that they do not like to see more than 20% lot coverage and this is at 24%. <br /> Some discussion occurs as to other homes in the area.
