Ms. +� <br /> Raymond said that the proposal meets and exceeds all standards as set forth in Mashpee's <br /> Wetland Protection By-laws. <br /> A denitrification septic system, a 50-foot,no-touch buffer between the edge of the salt <br /> marsh and the proposed construction and the location of the modest-sized dwelling as far " <br /> away from the salt marsh as possible are proposed. Loam, seeding and low-maintenance <br /> indigenous species for landscaping would be installed to minimize nitrogen loading to " <br /> Hamblin's Pond. <br /> The Board asked for the lot coverage. Ms. Raymond said that the proposed dwelling <br /> would be 1700 square feet on a 1.1-acre lot. Conservation Commission hearings are F4 <br /> scheduled for April 13, 2000. <br /> Ms. Raymond further stated that she has documents to prove that Mr. Codair is not the <br /> owner of record. <br /> 1 <br /> Mr. Regan stated that the Zoning Board of Appeals cannot render a decision until after <br /> the applicant receives Conservation Commission approval. Mr. Borgeson stated that he <br /> visited the site that it is situated at the very entrance to the island and that the site is very <br /> environmentally sensitive. Mr. Guerrera confirmed that the Conservation Commission .P« <br /> must give its approval prior to the ZBA. Mr. Borgeson said that he visited the site and <br /> said that he could not find any evidence of an engineering survey or stakes. <br /> Mr. Paul Lalito, Director of Ecological Services at LEC, addressed the Board. He stated <br /> that the area for the proposed foundation was excavated. Mr. Lalito said that the project p . y` ! <br /> was designed with the assistance of Bob Sherman, Conservation Commission Agent. Mr. <br /> Lalito expressed confidence in receiving approval from the Conservation Commission <br /> tomorrow. <br /> Mr. Brem asked for the exact Variance figures being requested. Mr. Brem questioned the <br /> amount of the Variance from the street. Ms. Raymond replied that no Variance from the <br /> street is being requested. Mr.Nelson said that if a Town layout does exist,then the 1 `« <br /> right-of-way line from the street must be established to enable the Board to calculate if <br /> and when it grants any other Variances. <br /> Mr. Regan said that a letter from an attorney would not suffice to establish ownership of <br /> the lot.
