1NI' <br /> Mashpee Zoning Minutes—November 22, 2000 2 �. <br /> Board of Appeals ; <br /> storage on property located in an R-3 zoning district at 21 Frog Pond Close (Map 90 <br /> Block 83)Mashpee,MA. Owner of record: Edgewater Investment, Ltd. Continued from <br /> September 13, 2000 at request of Petitioner to allow for Technical Review, Design <br /> Review and Conservation Commission approval. <br /> Sitting: James E. Regan III, Zella E.Elizenberry and Frederick R. Borgeson. <br /> Mr. Jim Drowne, new owner of Half Tide Marina, and Mr. Walter Schuler, engineer for J <br /> the project, represented the Petition. Mr. Schuler submitted a letter from Edgewater <br /> Investment Group, Inc. and several documents relating to the Petition. He stated that j <br /> plans call for demolition of the old, existing building to be replaced with a new structure <br /> that would include boat repair, boat sales, office space, storage area and a store. The shed <br /> that shows on the plan has been removed. There are a total of 45 parking spaces planned �flll'u°1e1 <br /> for the property. <br /> The Board of Health has approved installation of a new Title V septic system. The <br /> Conservation Commission has also approved the project. <br /> 10,1111 It <br /> The Board reviewed the documents and the original Special Permit granted by the ZBA <br /> in 1983. Mr. Drowne clarified the proposed amount of boat spaces,work docks and <br /> parking spaces. Mr. Regan indicated that the original Special Permit only allows for 54 <br /> boats, 2 work docks and 1 gas dock. The new proposal would house 63 dock spaces and <br /> 11 moorings. <br /> Mr. Brem questioned the height of the proposed building. Ms. Elizenberry asked the <br /> nature of the proposed store. Mr. Drowne said that the proposed building would be two <br /> stories in height and that the store would supply rope, but would not operate retail sales. <br /> I In <br /> Mr. Borgeson questioned if some of the parking spaces would be used for dry storage of I� <br /> boats. Mr. Drowne said that the marina has been a boatyard with boat sales for quite a <br /> few years. He said that he purchased the marina with the intention of upgrading and <br /> bringing the operation up to a"high-grade marina". Mr. Drowne said that he has <br /> eliminated all boat sales on the subject property and moved them to a location in <br /> Hyannis. p <br /> i I���!�i;llpdilly , <br /> Mr. Drown indicated that adequate parking spaces would be provided to keep employees +i <br /> and boat owners from parking on the street. He said that he has been in the area for 18 ' <br /> years and he has always had concerns with parking on both sides of the narrow street. Mr. ' <br /> Drowne stated that part of the problem is that people with trailers accessing the public <br /> docks also park on the street. He said that it is not under his jurisdiction to post"No <br /> Parking" signs, but that he plans to install signs directing employees and boat owners <br /> with parking rights to park inside of the Half Tide Marina parking lot. Mr. Drowne also , <br /> said that he has met with some of the neighbors in the area and has addressed their ��Ipgi <br /> concerns with the parking issue. <br />
