Mashpee Zoning . Minutes—March 28, 2001 <br /> 10 <br /> Board of Appeals <br /> the site. Along with other conditions,the Petitioner will be responsible for re-configuring <br /> Lowell Road as it connects with Great Neck Road. Mitigation costs in the amount of <br /> $320,000 will be contributed to the Mashpee Watershed on a per-lot basis. <br /> Attorney Daigle said that the Petitioner is asking for permission to build out the 28 lots <br /> within a two-year period, 14 lots the first year and 14 lots the second year. <br /> Mr.Brem questioned the size of the proposed homes. Attorney Daigle replied that plans <br /> have not been finalized. He said that the proposed homes would consist of two or three <br /> bedrooms with garages and would sell in the $200,000 plus price range. <br /> No comments were received from abutters. <br /> Mr.Borgeson moved to grant Variance relief from the Growth Management to vary <br /> i <br /> the Development Phasing(20% of total number of lots proposed) and to vary the <br /> Building Permit limits (be exempt from)to allow for construction of the 28 homes <br /> within a two-year period, subject to the following: <br /> criteria/findings 2, 3, 4 and 3, 4. <br /> e the Planning Board,Town Planner, Mashpee Environmental Coalition and the <br /> i <br /> Water District have approved the proposal. <br /> • all conditions/findings of the Cape Cod Commission Determination. <br /> • 14 lots shall be developed within a one-year period. <br /> • the Petitioner may request extensions of the Variance to allow for construction <br /> of the 28 lots. <br /> Mr. Guerrera seconded. All agreed. <br /> OTHER BUSINESS <br /> Willowbend Development Corporation—Informal hearing concerning proposed <br /> expansion of golf course. <br /> I I <br /> Messrs. Robert Mills, Bruce Besse, John McElhinny, Isaac Rosen and Pat Butler <br /> represented the Petitioner. <br /> Attorney Mills stated that the expansion requires Cape Cod Commission approval. <br /> Several more weeks are needed before the Petitioner is prepared to appear before the <br /> Planning Board and the Cape Cod Commission. <br /> Mr.McElhinny confirmed that the Petitioner would file with the Planning Board within <br /> one month's time. The Petition would then go to the Cape Cod Commission. <br /> Mr.Besse said that the proposal is a culmination of a long process that started several <br /> years ago when Willowbend decided to expand the golf course. He said that opposition <br /> was expressed because of the potential impact on Quaker Run and the cranberry and <br /> wetlands system.
