• Board of Appeals Minutes - January 13, 1993 3. <br />Mr. Storrs explained that they were trying to tie the <br />151 North project to Mashpee Commons. He said they were <br />asking for the 9' x 18' parking stall size which was used in <br />Mashpee Commons. He said the size reflects smaller car sizes <br />and reduces total square feet which require paving. He said <br />the entrance would be opposite the current Market St. <br />entrance and would be fully signaled. He said the Cape Cod <br />Commission regional policy plan requires that parking be <br />placed at the side or rear of the building and wanted roads <br />lined with buildings to hide the parking lot. He said the <br />second variance was for a reduction from 50' to 40' from <br />Route 151 at the entrance and the buffer would increase to <br />50' to 70' at the rotary. He said the Commission favored <br />this plan. <br />Mr. Friel asked for new plans with specific dimensions. <br />Mr. Friel asked if some towns were not requiring 9 1/2' <br />width. Mr. Storrs said the August plan was designed to meet <br />the Town by-laws and the December plan reflected the Cape Cod <br />Commission suggestions which were to maximize the buffer at <br />the rotary. Mr. Storrs stated that the Cape Cod Commission <br />wanted to have buildings blocking a view of the parking. <br />Mr.Friel asked about an earlier plan for a medical <br />building which would have the entrance to the property at the <br />Police station. Mr. Storrs said the 1988 plan had that as the <br />entrance. He said the Commission is not in favor of any <br />additional curb cuts beyond the present plan opposite Market <br />St. and the Police Station. He said that would occur at some <br />point but he has no concept of how the balance of the land <br />will be used. There was discussion on the traffic flow <br />between the rotary and the entrances and Mr. Storrs said <br />their traffic consultants and the Commission felt it would <br />not back up to the rotary. Mr. Storrs said the project would <br />be connected to the wastewater treatment plant. <br />There was discussion of Board responsibility for Special <br />Permit and/or Variance. Mr. Makunas asked if Planning Board <br />was in favor of the Variance and Mr. Storrs said he did not <br />know. Mr.Storrs said he did not want a vote on the Variance <br />but wanted a concensus since the Board of Appeals was not <br />supposed to render a decision until the final Commission <br />vote which is due March 4 or March 18. He said Stop 8 Shop <br />became concerned when Commission reduced number of parking <br />spaces and project cost projections escalated. He reviewed <br />plans showing other buildings which the Commission had <br />required. There was discussion that a bank will be located at <br />• the entrance but Mr. Storrs said no tenant will enter into a <br />lease until there is an approved plan. <br />
