• Board of Appeals Minutes - January 13, 1993 4. <br />Robert Delory questioned if the buffer zone was on Town <br />property and Mr. Storrs explained that some of the expanded <br />traffic lanes will be on Town property. He said they are <br />required to maintain the existing vegetation between the edge <br />of future pavement line and the edge of the parking line and <br />augment it with landscaping. There was discussion of the <br />traffic lanes and Mr. Storrs explained that from the rotary <br />westerly there will be three lanes -- one for those wanting a <br />left turn into Mashpee Commons, a through lane and a <br />dedicated right turn lane for those entering North Market St. <br />Gregory Taylor said he did not understand the hardship <br />,on the parking or the setbacks. He said that moving the <br />intersection would give the project more breathing space. He <br />said the cost of moving the intersection would be small in <br />relation to the whole project and asked what this would be. <br />Mr. Storrs replied that total cost would be 8 to 30 <br />million. He said they had studied moving the intersection <br />• and determined that it was better as a four-way intersection. <br />He said that any movement of Market St. in Mashpee Commons <br />would violate every lease and cause bankruptcy. He said every <br />lease is based on a site plan and any change would give <br />tenants right to cancel leases. He said none of the traffic <br />designers or the Commission had recommended moving the <br />intersection. <br />Mr. Taylor questioned Mr. Storrs interpretation of <br />Commission recommendations. He asked why some of the land <br />contiguous to the property had not been used. <br />Mr. Makunas questioned average length of car and asked <br />for information on car sizes and asked why a variance in <br />buffer size. Mr. Storrs replied that both he and the <br />Commission are trying to encourage pedestrian traffic. He <br />said the traffic signal would have a pedestrian signal. Mr. <br />Makunas said the requirements created a hardship. Mr. Storrs <br />said the Town Planner and the Board of Selectmen wanted a <br />connection of the bike path to the Commons. <br />Selectman Nancy Caffyn stated that there are apartments <br />in Sandpiper Village at the rear of the site and that <br />provisions should be made to allow residents there access to <br />walking and biking paths. Mr. Storrs said the proposal from <br />the Town would provide for this. He reviewed plans to <br />connect the Senior Center to the existing sidewalk on Great <br />. Neck Road North and connect into the site. Ms. Caffyn asked <br />it the Town ever hired its own traffic engineers and Mr. <br />Storrs replied that Mr. Fudala is a traffic planner. <br />
