Mr. Makunas <br />• <br />stated that where it was a non -conforming, pre-existing use <br />the setbacks of the non -conforming, pre-existing structure apply <br />and not what the zoning was. If it was a stand alone vacant <br />lot you can go back to the original zoning. Mr. Makunas said <br />the Board should determine what was there and what the expansions <br />are. <br />Mr. Mindick asked if the proposed foundation plan would be an <br />allowable use if they were starting with a vacant lot. Mr. <br />Ford replied that the answer is "yes". Mr. Makunas asked for <br />the calculations on lot coverage for the previous structure <br />and proposed structure. Andrew Zalesky, architect, said he <br />had not calculated the existing structure. He said the proposed <br />foundation is 1,263sf and with the deck is under the 20% or <br />1,400sf. Mr. Ford said he would address correspondence in the <br />file when the Board wished. Mr. Mindick questioned the height <br />of the building in that zone. Mr. Makunas said this was an <br />expansion of a non -conforming use. Mr. Zalesky said the height <br />was 29 1/2' and was a 1 1/2 story cape. <br />Jack Laronde said he was representing his sister Janet Bosse <br />and her husband who live at 20 Starboard Lane and said they <br />could not be present but wanted him to express their total <br />agreement with the structure and they consider it an asset to <br />the neighborhood. <br />• Elizabeth Stefos said she lived at 22 Starboard Lane and was <br />not opposed to the house but to certain aspects of the house. <br />She said she had tried to discuss issues with Mr. and Mrs. <br />Crescenzi. Mr. Makunas said he would acknowledge receipt of <br />corresondence from her. She said she first became aware of <br />the building on May 22 and she called Mrs. Landry to find out <br />about it and why she was not notified as an abutter. She said <br />she phoned Mr. Crescenzi and left a message. She was concerned <br />that this was an expansion of the previous non -conforming house <br />and she wanted to know exactly where the stakes were. Mr. <br />Crescenzi said he would speak to his architect. She said she <br />was concerned that it was a very large house for such a small <br />lot and the markers looked as if they were 14' from the front <br />and 4' over on the side by her property from the pre-existing <br />foundation. She showed photographs of the area and said the <br />original house on the lot had a 26' x 33' foundation. She said <br />she could originally look out of her Tiving room and see the <br />first house which was Fred Biles and the next house had a deck. <br />Mr. Govoni questioned the views in one of the pictures and said <br />he had visited the site today. She presented pictures <br />overlooking the adjoining property which had been taken from <br />her roof. Mr. Makunas questioned which roof she had been <br />standing on. She referred to the atrium on the Crescenzi house <br />and asked where grade had been measured for height of foundation. <br />• Mike Lablanc, the builder, said the foundation was poured to <br />the exact height of the pre-existing foundation.
