argument. Mr.Colombo said he understands that but also understands the importance of
the environment. Mr. Smith said we should sit down as a Commission and come up with
specific criteria for an I.A. system so that we are consistent. Mr.Smith said the Board of
Health should be involved too.
Mr.Sweet motioned for a negative determination.
Mr.Dalton seconded the motion.
Vote: 4-1-0
Roll Call Vote:
Mr.O'Neill; yes
Mr.Sweet; yes
Mr. Dalton; yes
Mr.Colombo; no
Mr.Smith; yes
In favor,4; Opposed, 1; Abstentions, 0
6:06 Raymond Maciel, Jr. & Patricia Maciel, 370 Monomoscoy Road. Proposed septic RDA
system upgrade.
Raul Lizardi from Cape& Islands Engineering, Inc. presented plans.
Agent said not much to add, it's an upgrade to a failed system.
Assistant Agent read Board of Health comments.
Mr.Colombo said he has the same concerns as the previous hearing, why not an I.A.
system?
Patricia Maciel(homeowner)was present. She said there is hardscaping in back, it would
be financially difficult to get rip all that out.
Mr.Sweet asked if they did a cost comparison of the two systems.
Raul Lizardi said it's double the cost in materials, and probably triple the cost in
construction. This project is just for the failed leaching component. This is just a repair, an
entire new system costs much more.
Mr.Sweet said the issue is how to correct the water issue. We need to strive for a better
system.
Raul Lizardi said we have to go by regulations. If it's not a requirement, most people will
choose not to upgrade to I/A systems.
Patricia Maciel said it's hard to understand, only part of it needs to be replaced.
Mr.Smith said the key phrase is we can ask. We do have to try.
Mr.Colombo said this isn't the only time he's asked. He has and will ask at every
opportunity.
Patricia Maciel said she spoke with a former Conservation memberwho told her the Town
didn't like the I.A. systems because they didn't work out well when people were there all
the time. That's why this is such a shock to us. Also, there are plans for the town to put a
pump system for the sewer system.
Mr.Smith said everything you said is important.
Patricia Maciel said you either need to change the law or follow the law. It's not fair to the
homeowners.
Mr.Sweet motioned for a negative determination.
Mr.Dalton seconded the motion.
Vote: 4-1-0
Roll Call Vote:
Mr.O'Neill; yes
Mr.Sweet; yes
Mr.Dalton; yes
Mr.Colombo; no
Mr.Smith; yes
In favor,4; Opposed, 1; Abstentions, 0
