Mr. Connely stated that they also discussed with Tom, to <br /> ensure runoff was being adequately dealt with, there would be <br /> an annual inspection of the catch basins and maintenance as <br /> required. <br /> The second issue is Back Road improvements . <br /> Mr. Connely explained that Tom clarified to him, by <br /> correspondence, that the amount of Back Road requested to be <br /> upgraded was 1300 feet. He asked Mr. McGrath to give an <br /> analysis of traffic flow and beach impact. He presented the <br /> study to the Board. <br /> Tony read the letter and it stated that roads of this type <br /> of construction and of this age require maintenance. Some <br /> maintenance is being performed. The road inside the trailer <br /> park is fused by the residents of the trailer and from <br /> people using the beach. He estimated that on an average <br /> summer weekday the beach generates 207 vehicle trips per day <br /> based on 83 paved parking spaces . The trailer park <br /> generates 184 vehicle trips 'per day. <br /> This proposed subdivision would generate 10 vehicle trips per <br /> day per household for an increase of 110 vehicle trips per <br /> day, an increase of 28% over existing conditions (only when <br /> all houses are constructed) . <br /> The Town of Mashpee contributes almost 52% of existing <br /> traffic on that road and 46% of projected traffic. <br /> It is his opinion that the travel surface beyond or easterly <br /> of the trailer park is in much better condition and is <br /> adequate to serve the increase in traffic. <br /> Tony stated that it is his opinion that if Back Road was <br /> constructed the way the engineer says it was and from the <br /> proposed subdivision east is in better condition than from <br /> the proposed subdivision west, but the entire road was built <br /> the same , and he is assuming the only group using Back Road <br /> from the proposed subdivision east are vehicles going to the <br /> Town Beach, it sounds like the trailer park is destroying <br /> the remainder of the Road since the Road is in good <br /> condition from the trailer park to the beach, according to <br /> this report. <br /> Tony stated that the question remains what level of road <br /> surface and design is adequate to properly service this <br /> subdivision? <br /> Mr . Connely stated that the Board is assuming that what <br /> exists is inadequate? <br /> Tony asked Mr . Connely " do you feel that what exists is <br /> adequate to service the subdivision"? <br /> Mr . Connely responded that for a subdivision with 9 lots Gre <br /> feel it is adequate. (The other two lots are ANR' s) . <br /> Tony stated that the Board will need a follow up from :1r . <br /> McGrath, engineer, which is his affidavit that in his <br /> professional opinion that roadway is adequate to servic-2 <br /> this subdivision. <br /> 7 <br />
