n ri <br /> Charles Rowley had estimated that it would cost $74, 000 to <br /> complete the roads. <br /> Mr. Virgillio, DPW Director at the time went in to complete the <br /> work. He put a second coat of asphalt, put in the street signs <br /> but did not complete the burms properly in Mr. Gill ' s opinion. <br /> On the road shoulders Mr. Virgillio put sand because he had run <br /> our to money. He said he only had so much money from the bonding <br /> company, <br /> Mr. Gill presented photographs of the road shoulders. <br /> Mr. Gill stated that if he had settled with the bonding company, <br /> the Planning Board would never let him (the developer) get away <br /> with this. <br /> Tony asked Mr. Gill if it his feeling that the Town used the <br /> security and did not complete the roads to town standard and you <br /> would Like to continue developing the subdivision and you feel it <br /> is the Town' s responsibility to complete the roads properly? <br /> Mr. Gill stated that is correct. <br /> The Board will contact Town Counsel regarding who is responsible <br /> at this point. They will keep the photos to show Town Counsel. <br /> The Board suggested Mr. Gill contact the Planning Department <br /> after the first of the year to discuss Town Counsel 's opinion. <br /> Applicant: George Bingham, Jr. <br /> Location: Bingham Drive <br /> Request: Discussion of release of security and status of <br /> shoulder seeding. <br /> Mr. George Bingham was present to discuss with the Board the <br /> release of security for his road. He explained the Town has been <br /> holding a bond for 2 years for the "driveway" for his development <br /> for his family. <br /> He stated that he has seeded the shoulders two times. It has not <br /> come up as good as he would like it to but there is no erosion. <br /> On the south side the grass has came up well but the north side <br /> not as well. He explained that the two times the engineer <br /> (Charlie Rowley) has been there to inspect it but did not call <br /> Mr . Bingham to join him, to point out what is wrong. <br /> Charlie Rowley told Tony before he left the meeting that it is <br /> stable but the area has filled in with crab grass. It is not <br /> maintaining grass the way it should be. <br /> Judy stated the reason we require the seeding is to stabilize. <br /> Tony stated it is also required for aesthetic reasons . <br /> The town is holding a $1 , 5 0 0 . bond. <br /> Judy made a motion to release the security. Wayne seconded the <br /> motion. All Board members were in favor 5--0 . <br /> 8 <br />
