Minutes of Meeting of <br /> Mashpee Plan Review Committee <br /> Tuesday, June 21, 2022 <br /> Mashpee Town Hall Waquoit Meeting Room <br /> Evan Lehrer Town Planner <br /> Mr. Lehrer said that nothing has been done since these decisions were in place.The Board of Appeals conditions <br /> their approvals on the comments read into the record. He only saw a fence installed. He said that there's a <br /> portion of the parcel that is triangular in shape that is owned by the State, and a portion of the driveway to Main <br /> St. Cape Cod Coffee tried to purchase this small section.The plan from the actual decision needs to be reviewed <br /> to ensure compliance with that condition under Section 174-24 1 1. <br /> Mr. Lehrer said that all of the conditions of the former permit apply to the property to this day even if these <br /> conditions noted by Plan Review are still issues. The 1997 Special Permit should be enforced along with the <br /> current conditions. Mr. Lehrer said that he has not seen any substantial site work done. He's curious to know if <br /> they have future plans for that property. The ZBA can put time limits in their decisions. The Zoning Enforcement <br /> Officer can address these conditions. <br /> David Morris Buildina Commissioner <br /> Mr. Morris said that a gravel driveway and fence was installed. Mr. Morris said that he can follow up and review <br /> the conditions of the decision. The Fire Department and the Building Department did address the door entrance, <br /> and the entire building. Mr. Morris will review the storm water issues as indicated in the Special Permit, and he <br /> also mentioned that there were open floors inside the building. He will address these items. <br /> Glen Harrin ton Health A ent <br /> Mr. Harrington there are no septic issues. There uses for the property fit within the capacity of the septic system, <br /> and the inspection was completed. The ZBA has the authority to put time limits in their decisions. He believes <br /> there are boats being stored on the property. <br /> 100 GREAT NECK ROAD <br /> Glen Harrington, Health A ent <br /> Mr. Harrington said that the Board of Health approved the septic, and DEP will review. The Board did set some <br /> conditions and his department is waiting for the owner to review. The owner has not commented on the Board's <br /> conditions. There was a one month extension given. The drainage was supposed to be part of the septic which <br /> was a second issue when the appeal was discussed. There was no follow up, but he will recommend to work <br /> with the Building Department because there are two uses going into the front building. One of which the Board <br /> of Health has a food permit for the retail store, and there is also the appliance store. Mr. Harrington said that he <br /> thinks he will have to use the occupancy of those two units to get the drainage done. Mr. Harrington said there's <br /> asbestos tiles in that building which they could easily encapsulate in the floor, but they have to address that. Mr. <br /> Harrington said there are 86 bedrooms on the property. Mr. Harrington said that the property measures over <br /> 600 gallons a day, and per their own regulation would have to be a denite. He said that the owner went to the <br /> State,and the flow was over 10,000 gallons a day which is out of the Town's jurisdiction.Mr. Harrington appealed <br /> the State's decision, and the DEP agreed with the appeal because of the estuaries and nitrogen issues and <br /> agreed to review it again. The conditions were the sampling of the three systems that are now proposed. It's <br /> only for two years and is still enough of a cost to the owner, but he is waiting for DEP. Two systems are at 2,000 <br /> gallons a day, and another one is at 6,000 gallons a day. DEP is just reviewing this, but it's under Board of <br /> Health jurisdiction. <br /> 2 <br />
