Then they can close on
financing at the end of summer and break ground in the fall. They have been working behind
scenes with the notion they will be awarded.
Mr. Quinn referred to the preliminary set as the permitting set. They are bringing it up to full code for
the comprehensive permit.
Mr. Isbitz asked if they got what they needed from DHCD.
Mr. Quinn stated they got what they asked for. The Barnstable County HOME Consortium is in the
middle of underwriting, and they are waiting on DHCD. All funding sources in the town are lined up.
The only remaining funding is the consortium. All in all they are projecting $20,985,000, which is a
significant increase from the start. A general contractor has been updating pricing and that has
been factored into their ask.
Chairman commented that this is a statewide problem. He appreciates the hard work and he is
happy about the confidence with breaking ground in the fall.
Mr. Quinn will stay in touch with the building department about adjusting roof lines to accommodate
solar. There are a few design changes they did not anticipate.
2. Mashpee Commons
a. Ch. 40B Project: 32 units completed out of 52
b. Habitat for Humanity Degrass Road/Mendes Way Project completion & occupancy in 2021.
Beth Wade to give Status Report on Cost Certification &Owner Financing
Beth Wade handed out materials to the Committee. Chairman Isbitz expressed how impressed he
was with the final report.
Ms. Wade knows the Committee is looking at this as a scattered site project. She wants to share a
bit about each separately. This scatter site project went before the CPC at the same time for both
projects. Degrass Road was a local action unit project. The lot became available as a gift from a
local zoning ordinance for affordable housing.
Mr. Lehrer provided the background that it was from a Special Permit that had to allocate one unit
to Habitat for affordable housing from a cluster sub division.
Ms. Wade continued that they took Degrass and Mendes Way, which was formerly 341 Great Neck
Road North, which was a lot unusable under current zoning. Through 40B it was an allowed
subdivision of two lots. The money received from the CPC of$17,000, as well as $100,000 for early
construction, and the $50,000 for Degrass made for a total investment through the CPC of
$160,000 through three units. There were also generous gifts and private donations from members
of the Mashpee community.
2
