11 <br /> Community Preservation Committee <br /> Minutes <br /> January 6, 2022 <br /> Application: Breezy WE Roofs, Siding &Windows- $264,893: (continued) <br /> Motion made by Mr. Larkin to approve and recommend to the May 2022 Special Town <br /> Meeting the Breezy Way Roofs, Siding and Windows project in the amount of$264,893 <br /> with funding to derive from the CPA 10% Affordable Housing Reserve for this purpose. <br /> Motion seconded by Mr. Hyde. <br /> VOTE: Unanimous. 9-0. <br /> Roll Call Vote: <br /> Mr. Gottlieb, yes Mrs. Thayer,yes Mr. Hyde, yes <br /> Mr. Larkin, yes Ms. Waygan,yes Ms. Barbee, yes Mr. Shackett, yes <br /> Mr. Smith yes Ms. Russell, yes Opposed, none <br /> Catherine Laurent; <br /> Application: Multi-Purpose Track &Field Stadium Renovation- $1,709,400: <br /> Catherine Laurent, Director of Public Works was in attendance to review questions regarding the <br /> Multi-Purpose Track &Field Stadium Renovation project. It was noted the applicant responded <br /> sufficiently to continue discussions regarding the proposal. <br /> For the record it was noted the Planning Board is in unanimous support of this project. <br /> Numerous letters of support were also received including a student petition. One letter of <br /> opposition was received from the Sierra Club against the use of plastic and impermeable <br /> hardscape structures. <br /> With regards to PFAS (Perfluoroalkyl and Polyfluoroalkyl Substances), widely used, long lasting <br /> chemicals that break down over a very slow period it was disclosed there are several <br /> manufacturers who do not use products containing PFAS. This would be a requirement in the <br /> bid process to not use products containing PFAS. The Town would also commit to installing a <br /> single layer of synthetic under the pad. The project proposes to use an alternative infill material, <br /> either TPE (polymer) or Envirofill (coated sand). The CPA portion of this project would not <br /> contribute funds to the artificial turf as it is not a permissible expenditure. <br /> The $2,789,400 project requires funding contributions from the Capital Improvement Program <br /> (CIP). The project has been in que for CIP funding however, the CIP has not met to review <br /> recommendations forFY2023 capital appropriations. <br /> In discussing this project, it was noted the Department of Revenue's position on CPA uses for <br /> recreation is to promote recreation in intended natural land for outdoor activities. It was noted <br /> that,at times, communities tend to push the envelope of the original intention for recreational <br /> funding. It was disclosed the final determination lies on approval from the legislative body, <br /> Town Meeting. The Town of Mashpee CPC was noted to have fully appropriated recreational <br /> funding for the popular Splash Pad and Pickleball Courts. <br />
