12 <br /> Community Preservation Committee <br /> Minutes <br /> January 6, 2022 <br /> Catherine Laurent; <br /> Application: Multi-Purpose Track &Field Stadium Renovation- $1,709,400: (continued) <br /> The funding source within the CPA was considered. The Community Preservation Committee <br /> has discretion to use a combination of available funding from the Budgeted for Appropriation <br /> Reserve, Open Space/Recreation Reserve and or Uncommitted Fund Balance or to fund the <br /> project entirely from the Uncommitted Fund Balance of$4,566,419.60. <br /> Given the magnitude of this project discussion continued. <br /> It was suggested the facility be constructed on Town land adjacent to the school property to <br /> allow for increased public access and further,seek outside funding opportunities. <br /> School Superintendent Patricia DeBoer indicated the plans for the Multi-Purpose Track & Field <br /> Stadium renovation project are at 90% design. The School Department in conjunction with the <br /> Town has been reviewing this much needed project for the past several years. There has been a <br /> lot of input, and the track itself is widely used by the public during after school hours and on the <br /> weekends. The track has been resurfaced and it is well over its 25-year life span. It its present <br /> condition,it is not safe for use. A new facility would generate a hub for multiple sports, town <br /> and recreation use and outside use with upgraded outdoor LED lighting that is cost effective. <br /> The Town of Mashpee has grown over the years, and there is an increased demand on the fields. <br /> The new track&field would contain a hydration system and new fencing. Improvements would <br /> allow Mashpec to remain current with other districts. The project is ready to move forward <br /> following graduation to prepare the stadium for fall use. It is hopeful the CPC and CIP would <br /> move forward with the project to allow the voters to determine the outcome at the May 2022 <br /> Town Meeting. The School Department would ensure the project is well communicated prior to <br /> Town Meeting. <br /> Under the Capital Improvement Plan this project has been discussed for a number of years. The <br /> original request was much broader, and this proposal is more refined and modest. The CIP <br /> process is expected to be defined after the article filing deadline on February 14, 2022. This <br /> affords the opportunity to mix funding sources and identify other possible funding initiatives. It <br /> was recommended the CPC consider this application to begin the funding process. <br /> Finance Committee member John Miller asked if the S 1.7 million expenditure would impact any <br /> subsequent open space the town may wish to obtain. It was noted the CPC coffers are healthy <br /> and monies are replenished every fall with tax payments. Appropriation of this project would <br /> still retain funds in various CPA balances available for future appropriations. And,theoretically, <br /> the CPC is able to bond if it is so required. <br />
