3 <br /> Community Preservation Committee <br /> Minutes <br /> October 6, 2022 <br /> APPOINTMENTS &HEARINGS <br /> Public Hearing-rPublicmmInformational Meeting on the Needs Possibi.....tieswwand Resources of the <br /> Town of Mash pee as they relate to Historic Preservation.,W Recreation, ffordable Housi ag,µand <br /> Open Space: <br /> The Community Preservation Committee opened the Public Hearing by reading aloud the notice <br /> of the public informational meeting on the needs, possibilities and resources of the Town of <br /> Mashpee as it relates to historic preservation, recreation, affordable housing and open space. <br /> An informational handout on the history of the Community Preservation Act and allowable uses <br /> for projects in the (4)areas was distributed. (enclosure) It was disclosed in May of 2005, the <br /> Annual Town Meeting adopted the provisions of the Act and the formation of a 9-member <br /> committee. <br /> The CPA is funded through a local property tax surcharge originally at the rate of 3%and <br /> variable State matching funds. It was noted the 3% surcharge was recently reduced to 2%. The <br /> additional 1% was transferred to the WIIF Fund to offset costs associated to wastewater. <br /> Karen Faulkner of Asher's Path West, Vice-Chair of the Planning Board requested the CPC <br /> consider placing the Planning Board on an upcoming agenda to further discuss matters of interest <br /> between the two boards. <br /> Due to scheduling conflicts the Planning Board was unable to make comment on the needs, <br /> possibilities and resources of the Town as it pertains to the four categories of funding. It is <br /> anticipated the CPC would receive written comments by the end of October. <br /> It was noted the Community Preservation Act requires towns with CPA to have a CPA <br /> Plan/Study and at least one Public Hearing while developing and updating the Plan annually. <br /> Thus,there is no deadline to provide comment. <br /> Discussion followed with regards to the Local Comprehensive Plan. Highlights such as the <br /> Open Space Plan may be included in the CPA Plan. <br /> Applications derive from both the private and public sector. The CPA Act requires that project <br /> that offer a public benefit. Stipulations such as local preference within affordable housing <br /> projects are often conditioned to benefit Mashpee residents. <br /> When considering larger scale affordable housing projects, it was recommended that locations be <br /> prioritized in areas that would be sewered within Phase I or Phase II of the wastewater project. <br />
