4 <br /> Community Preservation Committee <br /> Minutes <br /> October 6, 2022 <br /> APPOINTMENTS & HEARINGS <br /> Public Hearing-kPublic Informational Meet n mon the_Ngeds Possibilities and Resources of the <br /> Town of Mashp ee as the relate to Historic Preservation,Recreation,Affordable Housm and <br /> Open Space: (continued) <br /> Discussion followed with regards to the need for affordable housing and the different agencies <br /> that offer homes through the lottery process and others through sweat equity and other <br /> requirements. The Town of Mashpee is noted to have an Affordable Housing Trust(AHT). The <br /> Trust at present is committed to the 950 Falmouth Road affordable housing project. <br /> Upon receipt of an application the CPC is able to transfer funds to the AHT. The budget is <br /> currently in the $600,000 range with$300,000 dedicated to the 950 Falmouth Road project. <br /> With an Affordable Housing Trust in place a community is allowed to by-pass a vote of Town <br /> Meeting to expend AHT funds. The strategy to have funds readily available for housing needs is <br /> used by many communities. In reviewing the CPA Plan,the CPC may consider placing a cap on <br /> the amount of funds that could be allocated to the AHT through an application process. <br /> The 950 Falmouth Road Affordable Housing project is close to ground breaking, however,the <br /> planned development is currently in deficit by approximately $2 million. <br /> The Community Preservation Committee received several letters of comment regarding the <br /> public informational meeting that were read aloud into the record. (enclosures) <br /> Correspondence was received from Michaela Colombo dated October 6, 2022 regarding the need <br /> to dedicate resources to historic preservation, recreation, affordable (and workforce)housing and <br /> open space to benefit the quality of life in the Town of Mashpee. <br /> Marcia Macinnis remitted communication in a memo dated October 4,2022 suggesting CPA <br /> funds be used to hire a Workforce Housing Development Coordinator. The position would <br /> provide technical assistance, research, analysis and community outreach to facilitate <br /> workforce/affordable housing planning, permitting and funding. <br /> Yvonne Courtney offered comment in a memo dated October 4, 2022 in support of a community <br /> park where families and elders could enjoy a place to socialize in a garden atmosphere. <br /> Lastly, a comment was received from Paul Colombo dated October 6, 2022 requesting the CPC <br /> prioritize the acquisition of open space lands for the purpose of protecting environmentally <br /> sensitive areas. <br />
