Community Preservation Committee <br />Minutes <br />November 3, 2022 <br />APPOINTMENTS & HEARINGS <br />Status Ugdate on CPAµFunded Protects: <br />PlanninDep�artment, Projwect: <br />Evan Lehrer, Town Planner discussed the Housing, ProductionwPlan a $50,000 CPA project <br />funded at the May 2022 Special Town Meeting. <br />Mr. Lehrer indicated that a draft Request for Quote (RFQ) is anticipated to be issued within the <br />next few weeks after Town Counsel's review. With approval, the project will go to bid, with <br />contract execution planned in the spring of 2023. The duration of the project is approximately 9- <br />12 months. <br />It is hopeful there would be robust community engagement in the process. Since the initial plan <br />in 2015, the outcome of the new proposal would bring forth strategies identifying projects for <br />affordable housing to include diversity while remaining sensitive with the environment and with <br />water quality. <br />The Affordable Housing Committee will assist in this project recommending its final adoption to <br />the Select Board before it is submitted to DHCD. <br />COMMUNICATIONS & CORRESPONDENCE <br />Town Counsel Response to Open Meeting Law Comb laint:, <br />The Community Preservation Committee reviewed communication received from Town Counsel <br />Patrick J. Costello dated October 18, 2022 regarding the Open Meeting Law Complaint dated <br />September 28, 2022 for informational purposes only. <br />OLD BUSINESS <br />CPC Subcommittee Report„on CPC Plan: <br />The CPC Subcommittee charged with updating the CPC Plan held their first meeting on this date <br />reviewing examples of Community Preservation Plans from other towns. This includes the <br />following; Watertown, Easthampton, Manchester and Northfield. <br />The Town of Mashpee Community Preservation Plan is anticipated to consist of the CPC history <br />and purpose, financial details, projects completed to date, the application process, eligibility, the <br />table of contents and appendixes which would allow this portion of the plan to be updated each <br />year without altering the Plan each year. <br />
