Decter, 44 Popponesset Island Rd. Proposed raze/replacement of single family <br /> home with garage, pool, mitigation plantings and beach nourishment. Mark Dibb of Cape & <br /> Islands Engineering described the proposal. Mr. Cook asked about new construction vs <br /> existing structure in terms of reduction of square footage. Mr. Dibb clarified. Mr. Colombo <br /> asked about the septic tank/leach field. Mr Dibb stated the septic system was recently <br /> upgraded and described the depth to groundwater. Mr. Cook asked about mechanical pads <br /> within the flood zone..Mark Dibb clarified the AC units are above the flood elevations. Mr. <br /> Colombo asked about drywell for pool and Mr. Dibb offered amendment to pool drainage <br /> design. Agent clarified mitigation calculations and stated that there is no allowance for <br /> mitigation credit in the event of an increase in setbacks from wetland resource areas for <br /> new structure. Agent stated that mitigation is based on square footage of new structure <br /> only and there is no mitigation credit that can be applied in these instances. Agent <br /> recommended a revised mitigation plan showing proper calculations/square footage. <br /> Commissioners and applicant discussed whether or not to have the hearing continued. <br /> Mr. Cook motioned for a continuance to July 28' @ 6:09 p.m. for submission of a <br /> revised mitigation plan and beach nourishment delivery methodology <br /> Mr. Weeden seconded the motion <br /> Vote 4-0-0 <br /> Roll Call Vote: <br /> Mr. Cook: yes <br /> Mr. Weeden: yes <br /> Mrs Clapprood: yes <br /> Mr. Colombo: yes <br /> In favor, 4; Opposed, 0; Abstentions, 0 <br /> 6:27 Mitchell Friedman, 33 Nehoiden Rd Proposed construction of single family home and <br /> associated appurtenances. Michael Borselli of Falmouth Engineering representing the <br /> project. Mr. Cook recused himself from this hearing due to a conflict of interest. Mr. Cook <br /> also stated he is recusing himself from the 6:33 hearing for 17 Taffrail for the same reason. <br /> The Agent announced that Commissioner Chad Smith was unable to attend the meeting, <br /> thus there is a lack of a quorum for this hearing given the recusal of Commissioner Cook <br /> and Commissioner O'Neill's ineligibility to vote until such time as his term is extended by <br /> the Select Board. Agent recommended a continuance to July 281" due to a lack of a <br /> quorum. Mr. Friedman asked about moving forward with the hearing and the Agent clarified <br /> it cannot proceed in the absence of a quorum. <br />
