Community Preservation Committee <br /> Minutes <br /> December 8, 2022 <br /> Catherine Laurent,Director of Public Works/MashpeeMSchool Delartment wfuashnet School <br /> _..—..............ww_.._w._._._ ... _ ...m. ..._. ..kw. _.._— <br /> Playgtgyp, Improvements Phase II:,(continued) <br /> In discussing this project there was comment regarding the school expenditure that should be <br /> funded within the capital and school budgets. Splitting the courts between the entities was also <br /> considered. <br /> In support of this expenditure,it was noted that Mashpee is unique. The Department of Public <br /> Works maintains all buildings and grounds. The educational budget of the school department <br /> does not include the care and maintenance of any buildings and grounds. In the Capital <br /> Improvement Process (CIP),the DPW presents a project to the Planning& Construction <br /> Committee,and recommendations are aligned in the CIP program. The capital budget is limited <br /> in funding, and there is a prioritization process. Projects such as this may fall within alignment, <br /> but are often not prioritized due to funding constraints. <br /> It was agreed that a subcommittee would be formed to meet with a subcommittee of the CIP to <br /> review their 10-year plan. <br /> There is concern with respect to community access with funded CPA projects. Being no further <br /> comment, the CPC took the following action; <br /> Motion made by Mr. Hyde to approve and recommend to the May 2023 Special Town <br /> Meeting,the Quashnet School Playground Improvement project—Phase H in the amount <br /> of$378,080. Funding shall derive from the Budget for Appropriation Reserve. <br /> Motion seconded by Ms.Waygan. <br /> VOTE: Unanimous. 7-0. <br /> Roll Call Vote: <br /> Ms.Russell, yes Mrs. Thayer,yes Mr.Hyde,yes Ms.Waygan, yes <br /> Mr.Larkin, yes Ms.Barbee,yes Mr. Smith,yes Opposed,none <br /> Catherine Laurent Director o f Public Works/Mashr pee DNR, Edward A. Baker Boat Ramp at <br /> _ . <br /> Pirates Cove ImKovementsmmPhase II: <br /> An in-depth discussion followed with respect to the Edward A. Baker Boat Ramp at Pirate's <br /> Cove Improvement Project—Phase II in the amount of$425,000. The full cost of the project is <br /> $434,735. The design and permitting for this project were funded through the DPW and <br /> Waterways budgets. <br /> The goal of this project is to improve the ramp. Phase I included the replacement of the <br /> dock/float system with monies appropriated by the Community Preservation Act. <br />
