9 <br /> Community Preservation Committee <br /> Minutes <br /> December 8, 2022 <br /> Catherine LaurentDirector of Public,,Works/MashfeemmDNRwEdward A.m,Baker Boat Rarnlwat <br /> Pirates Cove LmnKqyements Phase II; (continued) <br /> Phase II is proposed to replace the concrete boat ramp, install a concrete scour pad at the end of <br /> the ramp and install two additional floats for the dock. <br /> Correspondence was received from the Department of Natural Resources dated December 5, <br /> 2022 in full support of much needed improvements to the Pirate's Cove boat ramp. The ramp <br /> itself has seen severe damage over the years due to power loading and 35 years of use. <br /> Degradation is clearly seen on both sides of the ramp retaining area. The ramp is showing signs <br /> of erosion and it is being undermined by natural tidal flow and wave action. <br /> Comment was also received from the Harbormaster stating the improvement is vital to the Town <br /> and to the boating community. There is extreme wear and tear to the ramp. The project as <br /> proposed will make the ramp safer and easier for access. <br /> It was explained the boat ramp will be better for the environment with improved stormwater <br /> protection. The project application has been clearly identified by the Director of Public Works. <br /> The community has also demonstrated its support financially approving funding in the initial <br /> phase. Similar projects have been funded by the CPA. This includes the Great River and <br /> Ockway Bay Boat ramps. <br /> There were questions regarding the public comment process. Two letters of concern were <br /> received regarding the neighborhood and the potential for increased traffic and parking. <br /> It was agreed the Community Preservation Committee does not have the authority to regulate <br /> traffic and parking. After a rigid debate,the following action was taken; <br /> Motion made by Mr.Hyde to approve and recommend to the May 2023 Special Town <br /> Meeting, the Edward A.Baker Boat Ramp at Pirate's Cove Improvement project—Phase <br /> H in the amount of$425,000. Funds shall derive from the Budget for Appropriation <br /> Reserve. <br /> Motion seconded by Mr. Larkin. <br /> VOTE: Unanimous. 7-0. <br /> Roll Call Vote: <br /> Ms.Russell,yes Mrs. Thayer, yes Mr. Hyde, yes Ms.Waygan, yes <br /> Mr.Larkin,yes Ms. Barbee, yes Mr. Smith,yes Opposed, none <br />
