3. Discussion of COVID Vaccination Plan. Mr. Harrington commented that in following up on the
list of 1600 vulnerable residents in Town, 77 individuals were identified as not vaccinated. The
list was sent to the Cape Cod Healthcare, Harbor Community Healthcare, and Community Health
Center of Cape Cod.
On Thursday,April 5,2021,the Community Health Center held a COVID vaccination clinic at Christ
the King Parish Hall, which was coordinated with paramedics from Mashpee Fire Department and
nurses from the VNA. Roughly 170 food service workers, septic workers, refuse haulers and DPW
employees were vaccinated. Patients that were 55 years of age and older were also vaccinated
at the clinic. About 410 doses of the J&J vaccine were administered. The clinics are slated to be
offered every two weeks at Christ the King, and there is talk of expanding to the County
Fairgrounds with much more vaccine availability.
Barnstable County has stated that they will be having regularly scheduled clinics each week at
Cape Cod Community College,so the opening of the registration will occur at regularly scheduled
times. Therefore,we will be discontinuing the Town-wide telephone, text and email notifications
via Blackboard Connect. That was done to alert the seniors and their families that registration
was open for them to sign up. The seniors are 90% vaccinated, so we are switching to a social
media based notification through the Town's social media outlets. Going forward, we will make
every effort to notify residents of the clinics at Christ the King Church and the Fairgrounds.
The Community Health Center is using Moderna for the homebound, with the pause on J&J. Ms.
Patel asked how the Town intends to address concerns from people who received the J&J and/or
those who may have an opportunity to get it if/when the pause is lifted. Mr. Harrington answered
that we have not received any calls from anyone who received it and is worried. Everything that
has come down from the state relative to the J&J pause has been very general in nature up to this
point. The purpose of the pause was to notify the medical professionals that this reaction was
possible, so they would know how/how not to respond to it.
NEW BUSINESS
1. Review and approval of meeting minutes. There were no minutes prepared for review.
2. Review and approval of expense warrants. It was understood that expense warrants would have
to be signed outside of the meeting, due to there being no Board members physically present.
3. Review of request for Title V variance—62 Riverside Road. Mr. Harrington commented that, in
May 2017, the owner of this property proposed a garage addition with a bedroom above, which
required a setback variance from the existing septic tank to the proposed slab of the garage. Mr.
Harrington granted the variance over the counter with the condition that a 45 ml liner be installed
along the new foundation to provide the setback protection. That garage addition was not built,
and the owner is proposing to build a new addition with a crawl space. The distance of the
variance appears the same, and Mr. Harrington did confirm that there is a location for a 1995
compliant reserve area if the existing leach pit were to fail.
The owners, Scott and Linda, participated in the meeting and stated their names for the record.
They explained confirmed for Chair Baumgaertel that the addition was to be a sunroom where
the deck used to be, so there was no increase in flow.
There being no further comments or discussion, Ernest Virgilio moved to approve the variance
request as described in Glen's comments for 62 Riverside Road.
